The Secretary of State is seeking a motivated individual to work as a Staff Services Manager II (SSM II) in the Fiscal Affairs Division, Budgets Section. The position is permanent, full-time. The Budgets Section is responsible for the effective management of the budget within seven (7) divisions-Elections, Political Reform, Business Programs, Archives, Information Technology, Fiscal Affairs, and Management Services-and the Executive Office. The Budgets Section is also responsible for the planning and preparation of the Secretary of State agency annual budget and acts as the fiscal advisor to the Secretary. Under the general direction of the Budget Officer (SSM III), the SSM II has primary responsibility for budget development functions within the SOS. This position works with a high degree of autonomy and independence in identifying and resolving budgetary issues, and works with agency staff and control agencies, such as the Department of Finance, State Controller's Office, and the Legislature.

Description & Duties : Directs the budget development, preparation, and monitoring of all budget activities. These activities include, but are not limited to, the preparation of the annual budget; preparing/reviewing Budget Change Proposals and Finance Letters; completing and submitting all budget drills and components of the Governor's Budget; overseeing and directing the tracking, projecting, and reporting of expenditures; overseeing the preparation of fiscal estimates for legislative bill analysis, information technology projects, and other special projects; and is the primary liaison with the Department of Finance, Legislative Analyst's Office, Legislature, and other state agencies. Serves as the subject matter expert for all budget-related matters and in furtherance of the SOS's strategic goals and objectives. Consults with management and staff to assess budget needs. Prepares the most sensitive analysis, with recommendations and alternatives to accomplish those needs. The position will provide primary supervision to a team of two (2) Staff Services Managers I and backup support to eight (8) analysts.

Desirable Qualifications :
  • Extensive experience and a strong working knowledge of state government budgeting which includes all aspects of managing budget functions, development, monitoring, and fiscal analysis.
  • Working knowledge of the state's financial management system (FI$Cal-Financial Information System for California).
  • Knowledge of principles, practices, and trends of public business administration; principles and practices of employee supervision, development, and training; and techniques for program and project management.
  • Knowledge of principles and practices to promote outstanding customer service.
  • Experience with systems development and process improvement.
  • Reason logically and creatively and effectively communicates, orally and in writing.
  • Excellent analytical, writing, and problem-solving skills.
  • Possess excellent organization and time management skills.
  • Ability to maintain cooperative relationships, and prevent, manage, and resolve conflict.
  • Ability to act independently, use of good judgment, and exercise initiative.
  • Ability to easily adapt to change and to act effectively under pressure.

Working Conditions
Positions provide telework opportunities based upon the agency's telework policy and business needs. The incumbent may be required to respond or work off business hours, including evening and weekend work, during budget development and year-end closing process or when the agency is mission tasked.
