Our Pekin campus produces products destined for Health, Food and Beverage, and Industrial markets. All personnel at all locations are responsible for the safety of these products, which includes participation in training, following cGMP and food safety requirements in the facility, and reviewing and following SOPs for incoming ingredients and outgoing products.

Job Purpose: The EHS&S Manager role is to manage the fundamental regulatory programs that serve as the backbone of Alto Ingredients, Inc. environmental, health, safety, and security compliance systems. This is accomplished by utilizing a teamwork approach incorporating strong values of integrity, respect, trust, and excellence.

The following is a list of major duties and responsibilities for this position along with certain supportive duties. It is not all-inclusive. Other duties and responsibilities may be added as needed and in addition; and management may modify this job description as needed.

Essential Functions

Environmental - Overall responsibility to manage the following programs at the Columbia plant:
  • Air Permits
  • Leak Detection and Repair
  • Emission & Toxic Release Inventories
  • Green House Gas
  • Toxic Substance Control Chemical Data
  • Storm Water Management
  • Spill Prevention Control and Countermeasures Plan
  • Hazardous Materials Management Plan
  • Hazardous Waste Disposal
  • Wastewater Discharge
  • Complete state and federal reporting requirements
Safety & Security - Overall responsibility to manage the following programs at the Magic Valley plant:
  • Site specific written Safety Program
  • Process Safety/Risk Management Plan
  • Emergency Action Plan
  • General Security Plan
  • Permits: Safe Work/JHA, Hot Work, Confined Space, Red Tag, Energized Electrical Work, Line Opening
  • Facilitate employee lead safety committee
  • Participate in the local LEPC and Safety Coalition meetings
  • Administer safety shoe and safety eyeglass reimbursement program
  • PPE inventory, supply, and distribution
  • PPE Hazard Analysis
  • Maintain and calibrate gas monitors
  • Industrial Hygiene Monitoring
  • Annual hearing and respirator testing
  • Manage Safety Data Sheets according to site inventory in the EHS management software
  • Participate in new chemical approval processes
  • Manage third party vendor for fire extinguisher inspection & maintenance
  • Reviews & maintains department inspections on eyewash/safety shower stations
  • Daily audits of safety permits and processes, resolve deficiencies
  • Lead and/or audit departmental toolbox topics and assist managers with improvements
  • Maintain FCC licenses and plant radios including batteries, microphones, base stations, repeaters, or schedule repairs through vendors
  • Conducts contractor safety training and annual renewals
  • Conduct routine In-plant contractor/driver safety audits
  • Maintains all contractor/driver training records, OSHA 300A logs and PSM agreements
  • Conducts all new hire safety training and issues safety equipment for position
  • Enter work orders for the repair of environmental or safety equipment
  • Manage EHSS activities during routine plant outages
  • Dust Hazard Analysis
  • Support quality programs such as FSMA
  • Conduct monthly safety meeting for all plant employees.
General
  • Daily in-plant environmental, safety, security monitoring and support (boots on the ground);
  • Acts as a liaison with state, federal and local agencies on regulatory issues;
  • Prepare and submit reports, notifications, applications required by regulatory agencies;
  • Implement any new regulatory programs;
  • Participate in the company wide EHS&S team monthly calls and in person meetings;
  • Develop and provide in person and online training to others;
  • Ensure that all programs, policies and procedures are understood and properly followed;
  • Ensure that all who need to be informed (including the Plant Manager and Corporate Director of EHS&S) are notified in a timely manner of any event of non-compliance,
  • Play an active role in day-to-day communication with facility staff on regulatory matters;
  • Maintain and improve metrics tracking systems;
  • Maintain all digital and paper files in an organized and efficient manor;
  • Lead investigations to determine contributing factors or cause(s), and recommend corrective measures to prevent recurrence;
  • Adhere to internal corporate procedures and policies;
  • Coordinate with corporate Director of EHS&S.
Companywide Opportunities
  • Provide onsite support of outages at other locations;
  • Conduct audits or inspections at other locations or as part of a corporate initiative;
  • Assist with projects in areas of expertise at other locations or at a corporate level;
  • Training other EHS&S professionals in areas of expertise:
  • Assist with development and implementation of new systems or programs companywide.

Education, Experience and Qualifications
  • 5+ years of EHS&S experience and a 4 year college degree in a science related field or equivalent combination of training and/or experience;
  • Hazardous chemical industry or fuel ethanol or alcohol beverage manufacturing experience required;
  • Understand basic chemistry and process involved in hazardous chemical/flammable materials production, water/wastewater analysis, as well as hazards related to grain handling and processing;
  • Extensive understanding and interpretation of appropriate federal requirements, as contained in 40 CFR, 29 CFR, 6 CFR and related state specific legislation and regulations;
  • Proficient in technical writing to include communications to regulatory agencies, policy and procedure updates;
  • Ability to utilize qualitative and quantitative methods to determine issues of significance and steps to take to judge the effectiveness of improvements, programs and processes;
  • Computer skills related to normal business use, including Microsoft Word, Excel, PowerPoint, and additional skills in data management;
  • Human resources: including giving and receiving feedback, proper interpersonal communications, writing objective progress reports and other related human element skills.
Physical Requirements
  • Able to lift, pull, carry, and pick-up average to heavy objects weighing up to 50 pounds;
  • Extensive walking on paved and unpaved surfaces, climbing, stairs, ladders, kneeling, stooping and reaching;
  • Standing or stationary work may be occasionally required for long periods of time;
  • Operate a computer and keyboard; visual acuity to review written documentation, ability to hear, speak, and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone;
  • Occasional driving may be necessary;
  • Physical dexterity to operate tools, equipment and machinery;

  • Must be able to work in cold to hot temperatures; work around dust, fumes, and/or moderate to loud noises; works inside and/or outside;
