Director- Facilities Projects

The Director of Facilities Projects & Improvements reports to the Chief Administrative Officer and is a member of the senior leadership team. The Director is responsible for developing an annual Capital Expenditure (CapEx) budget and ensuring the successful execution of construction projects across AHRC Nassau's family of organizations located in Nassau and Suffolk Counties. The Director oversees a team of full-time facilities specialists and project-based contractors, ensuring that facilities projects are completed in a timely manner, within budget, and according to specifications. The Director also evaluates unanticipated emergent facility conditions, develops plans to address, and oversees all major emergent remediation and construction projects. The Director also collaborates with the Director of Administration and contracted architects to evaluate and develop properties for new and expanded programs. As a member of the organization's senior leadership team, the Director collaborates with other department heads to facilitate inspections, major repairs, modifications, new development, and other routine and emergent needs. This position requires full on-site presence.
Responsibilities
Primary duties and responsibilities include but not limited to:
- Identifies, evaluates, designs, and oversees major renovation, remediation, and capital improvement projects across the family of organizations. Assigns staff members and engages contractors, oversees progress and performance, evaluates field conditions, and ensures projects are completed according to specifications. Assesses requests/needs for contract change orders and makes recommendations to CAO for approvals. Ensures all work completed is in compliance with all regulatory requirements applicable to each project (e.g., building codes, NYS OPWDD, NYS SED, NYS OCFS, NYS DOH, etc.) and ensures deficiencies and concerns (safety, fire safety, etc.) identified by external inspectors are addressed.
- Hires, trains, monitors, evaluates, and supervises a team of maintenance specialists (electrical, plumbing, painting, masonry, etc.) to facilitate capital improvement projects across the organization. Prioritizes and assigns projects and tasks to employees and contractors and ensures projects are completed according to pre-established specifications.
- Establishes and maintains productive relationships with contracted vendors in various specialties (general construction/contracting, electrical, plumbing, masonry, painting, landscaping, etc.) to support the organization's needs. Manages contractors' performance throughout projects and collaborates with architects in managing contractors as applicable.
- Collaborates with Director of Administration and contracted architects to develop new programs and to expand existing programs and services, determining physical plant needs, evaluating potential properties, sourcing and selecting contractors, evaluating bids, overseeing progress of construction, and evaluating contractor's performance.
- Identifies the need for and responds promptly to requests for emergent repairs related to safety and other time-sensitive situation. Investigates conditions, determines courses of action, and executes actions to resolve issues completely and timely. Communicates obstacles, delays, and other unanticipated conditions with the CAO and relevant department heads and develops and implements strategies to address.
- Engages appropriate public officials at municipal (village, town, county, state) offices to facilitate permit applications, required inspections, and responses to any violations received at any properties.
- Responds to emergent and time-sensitive repair and maintenance requests received directly from department heads. Investigates situations, determines courses of action, and executes actions to resolve issues completely and timely. Communicates obstacles, delays, and other unanticipated conditions with department heads and develops and implements strategies to address.
- Is on call, available and responds to direct calls after-hours to assist in resolving emergent facility-related issues, as needed.
- Collaborates with the fiscal department and Director of Facilities Maintenance to develop an annual Capital Expenditure budget including staffing, supplies, and capital expenditures. Ensures that the department's spending remains within budget through careful management of staffing hours, vendor engagement, agency vehicle usage and purchasing, and through maintenance and security of equipment and supplies.
- Maintains compliance with the organization's policies and procedures for purchasing, including obtaining competitive bids when required, engaging minority and women-owned businesses, and obtaining any required prior approvals for expenditures. Collaborates with the Director of Administration and contracted architects, as appropriate, to source qualified contractors and obtain and evaluate competitive bids for projects.
- Collaborates with Director of Administrative Services and fiscal department representatives to facilitate proposals for reimbursement from NYS OPWDD, grant funders, and other revenue sources to offset expenses for repairs, property improvements, and other projects.
- Works closely with the Director of Facilities Maintenance and Department Heads to evaluate physical conditions of sites and develop long-term plans for preventative structural repairs and upgrade or replacement of mechanical systems (e.g., HVAC, roofs, etc.) as needed. Promotes property improvement by investigating opportunities and proposing facility modifications, new programs, and enhanced systems, consulting with colleagues, and implementing plans to improve the safety, accessibility, functionality, efficiency, and safety of all properties.
- Supports the organization's strategic plans and goals, COMPASS and CQL certification and goals, and leads initiatives as appropriate. Collaborates with program staff and administration to support person-centered excellence through facilitating personal preferences for residential environments when possible.
- Performs all other duties as requested by the Chief Administrative Officer.
- Ten (10) years relevant experience overseeing construction projects and/or facilities maintenance, preferably in a long-term care or healthcare facility. Experience with OPWDD, SED, and/or DOH licensed programs preferred.
- Five (5) years supervisory experience required; Ten (10) years preferred.
- Experience engaging and managing general and specialty (electrical, plumbing, etc.) contractors required.
- Knowledge of physical plant construction, mechanics, repairs, and improvements required.
- Knowledge of municipal building codes and governmental requirements and protocols for facilities (e.g., OSHA, HAZMAT, etc.) required.
- Bachelor's degree strongly preferred; Masters preferred.
- NYS Certification as a Building Safety Inspector, Code Enforcement Official, or similar credentials preferred.
- Valid NYS driver's license with acceptable record of driver safety required.
