DSHS FFA Senior Budget Analyst

As a Senior Budget Analyst within DSHS Central Budget Office (CBO), Facilities, Finance, and Analytics Administration, you will be working in the 'Hub' of DSHS as one of nine Senior Budget Analysts (SBA) who work directly with DSHS administration/divisions as well as on Agency Wide assignments. The DSHS budget is complex with expenditures of $21.5 billion and over 19,000 full-time employees (FTEs). You will have the chance to collaborate and build working relationships with internal and external professionals from different program areas, the Office of Financial Management (OFM), Legislative staff, and other agencies. 

You'll support all DSHS programs during the upcoming 2025 Legislative Session. You will have a keen focus on DSHS Information Technology Projects. You will be responsible for monitoring budgets and expenditures to ensure fiscal accountability and to help maintain adequate controls over assigned budget areas. You will ensure consistency and accuracy in programs work products, develop fiscal estimates, and provide detailed research analysis. You'll use your strong understanding of federal /state funding, managing day-to-day activities, participate in Monthly Fiscal Status Report meetings and support efforts that ensure the programs meets the Fiscal Year 2025 requirements, and share the vision for our long-term fiscal outlook that is core to the DSHS priorities.

Some of what you'll do 

  • Work closely and collaboratively with administration/division budget/fiscal staff and the DSHS Office of Accounting Services (OAS) on an ongoing basis to ensure accurate financial information is presented to DSHS executive management on a regular basis.
  • Develop CBO products related to budget development, allotment preparation, and monthly fiscal monitoring. 
  • Ensure the administration/division budgets reflect the policy direction and decisions of executive policymakers. 
  •  Ensure that budget development meets all internal and external due dates.
  • Perform an intensive review of the assigned administration/division's monthly financial status, year-end projections, and other data submitted by the programs.
  • Use your strong data skills to create complex data/excel models.
  • Review and recommend approval for the proposed rule and policy changes with fiscal implications, grant requests, and legislatively mandated reports. 
  • Assist program staff with access to the DSHS and OFM budget systems.

Who should apply

  • Professionals with a bachelor's degree in accounting, finance, business, or public administration, and a minimum of 3 to 5 years of experience in public budgeting or program analysis; OR equivalent professional experience/education;AND
  • Must be familiar with the budget and legislative process in Washington State. The Senior Budget Analyst must have the ability to coordinate a diverse group of people in a professional environment. Additionally, the Senior Budget Analyst must be able to learn a subject quickly and decipher the necessary steps to accomplish any particular assignment.
  • Analytical Skills: Ability to perform complex fiscal analyses and develop estimates of the fiscal impact of proposed changes to programs and operations.
  • Communication: Speaks and writes clearly and concisely; listens effectively; adapts communications to diverse audiences. Ability to clearly communicate technical and/or ambiguous issues.
  • Decision Making: Promotes group problem solving and advises supervisors and senior management of alternative solutions for budget related issues.
  • Customer Service: Understands and responds to the objectives and needs of DSHS management and programs.

  • Technical Proficiency: Understands the principles of budgeting and governmental accounting and understands the relationship between policy changes and their fiscal impact. The position must understand the political process in Washington State. The Senior Budget Analyst must understand the federal regulations and requirements pertaining to assigned areas. The position must be able to use accepted methods for making budget estimates as well as the ability to devise creative and useful approaches to developing fiscal estimates.
  • Systems Proficiency: Understands the budget and financial systems and processes used by DSHS, OFM, and the legislature. Must be able to use existing personal computer technology applications (e.g., Excel, Word, SharePoint).

Desired Skills, Education, Experience

  • A master's degree in accounting, finance, business, public administration, or a closely allied field is desirable.
