SUMMARY
To best serve the ISD and its constituent districts, the Director shall provide leadership and/or direction in the on-going planning, development, delivery, assessment, and continuous improvement of curriculum, instruction, and learning for the ISD and its constituent districts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Formulates objectives, action plans, and effectiveness measures for the Instructional Services Department, conducts ongoing needs assessments to ensure alignment of needs and services.
  • Develops, recommends to the Superintendent, and administers the board-approved budget for assigned areas of responsibility, approves the purchase of supplies and equipment, and ensures that department resources are equitably apportioned.
  • Supervises and evaluates department personnel and monitors/evaluates contracted staff outcomes.
  • Expresses high expectations and provides support to improve ISD staff performance (e.g., observations, consultations, meetings, etc.)
  • Promotes professionalism, assists with implementation of state mandated and locally developed personnel appraisal standards and systems, participates in collaborative planning of effective staff development programs that improve teaching outcomes and student learning (e.g., methods, skills, commitment, etc.)
  • Develops, coordinates, facilitates, and evaluates new instructional programs/services for the BAISD and local districts on evaluation, on assessment and testing; on curriculum and restructuring; on school improvement and accreditation.
  • Develops, implements, and supervises all activities associated with the data collection and data analysis in conjunction with BAISD staff and local districts.
  • Provides assistance in the development, implementation, and evaluation of curriculum and instruction to special and vocational education programs consistent with district requirements, Board of Education policies, and emerging local, state and national issues.
  • Chairs the ISD curriculum council and maintains regular contact with ISD staff, constituent district administrators, curriculum directors, and instructional staff.
  • Develops, coordinates, facilitates, and evaluates services for BAISD and local districts on MTSS systems, curriculum, assessment, instruction, continuous improvement, mental health systems, instructional coaching, and professional development.
  • Provides guidance and support to ISD staff and constituent districts for state/federal programs, collaborative planning and program evaluation.
  • Maintains liaison and active participation with educational leaders at the national, state, and regional levels.
  • Monitors education laws, rules, and regulations, keeps current with state academic content standards, benchmarks, and indicators.
  • Pursues funding opportunities. prepares grant/foundation applications, implements funded proposals and complies with reporting requirements.
  • Coordinates and provides support to Bay-Arenac ISD districts/schools in all areas of Michigan's Integrated Continuous Improvement Process.
  • Coordinates and provides support to Bay-Arenac ISD districts/schools that have been identified by the Michigan Department of Education through the state/federally mandated school designation and/or ranking system.
  • Represents BAISD in the Great Lakes Bay Instructional Partnership/Northern Michigan Learning Consortium including contributing to newsletters, attending regular instructional meetings collaboration on professional learning events/projects, maintenance of budgets, oversight of consultants, etc.
  • Implements BAISD's Strategic Plan.
  • Be present in buildings with regular and continued attendance and punctuality.
  • Follow all Board Policies, Staff Handbook and Administrative Guidelines.

EDUCATION and/or EXPERIENCE
MA or MS degree in K-12 teaching with a minimum of five (5) years K-12 teaching experience and three (3) years recent, relevant administrative experience required;
recent, relevant experience in curriculum design, assessment, evaluation, and testing;
demonstrated current knowledge of, and the ability to apply broad-based curriculum designs and instructional technology applications that support the diverse learning needs of students;
experience speaking before and facilitating groups.

CERTIFICATES, LICENSES, REGISTRATIONS
Current Michigan Teaching Certificate
Possession of or ability to attain a Central Office Administrator's Certificate
Valid Driver's License

LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports,
and legal documents;
ability to respond to common inquiries or complaints from staff, constituent districts, regulatory agencies, or members of the community;
ability to write speeches and articles for publication that conform to prescribed style and format;
ability to effectively present information to administrators, public groups/community, and board of education.

MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS and ABILITIES: Ability to maintain effective interpersonal relationship; apply knowledge of current research and theory in specific field; establish and maintain effective working relationships with staff, schools and the community; speak clearly and concisely both in oral and written communication.
