WHAT YOU’LL BE DOINGIn this role, you will provide advanced planning, project management, and communication expertise while leading major long-range planning initiatives. Key responsibilities include: Managing projects involving plan and policy development; defining project scopes; creating timelines; collaborating with various departments, agencies, and stakeholders; providing technical guidance; and presenting recommendations to appointed and elected officials and the general public. Providing comprehensive and long-range planning analysis of zoning change and development plan requests. Handling inquiries and complex information requests related to studies, plans, and other relevant matters. Managing the preparation of plans, studies, reports, ordinances, and amendments; providing recommendations; and effectively communicating complex technical information. Coordinating and implementing community engagement efforts, including facilitating presentations on sensitive issues to appointed and elected officials and the general public. Performing other duties as assigned. WHAT WE ARE LOOKING FOR The type of experience we are looking for: A background in land use planning, housing policy, public policy, transportation planning, and/or a closely related field, with an understanding of how land use, transportation, and housing intersect to shape community outcomes. Proven experience managing numerous, complex projects that involve policy analysis; technical planning work; and collaboration with consultants, partner agencies, developers, and community members. Strong project management skills, with the ability to balance multiple priorities while delivering high-quality work. A collaborative style that fosters strong working relationships and shared ownership throughout a project's life cycle. POSITION SUMMARY The Planner I performs entry-level professional and technical planning work under the supervision of the Planning Manager. Coordinates and manages land use application case work, permit review, and may assist in the preparation of long range plans and development review team meetings. Prepares and presents staff reports, ordinances, recommendations and research for special studies or assignments. Acts as a staff resource to a variety of boards or committees.  The Planner II performs mid-level professional and technical planning work under the supervision of the Planning Manager. Coordinates and manages land use application case work, permit review, and may assist in the preparation of long range plans and development review team meetings. Prepares and presents staff reports, ordinances, recommendations and research for special studies or assignments. Acts as a staff resource to a variety of boards or committees.  The Senior Planner performs high-level professional planning work under minimal supervision from the Planning Manager. Assists the Director, Planning Manager and Community Development staff through research, outreach, coordination, communication, design, education, planning, and regulations that support City objectives. Coordinates complex and difficult projects and issues and manages land use application case work, permit review, and may assist in the preparation of long range plans and participate in development review team meetings.. Acts as a staff resource to a variety of boards or committees and other departments.  The Principal Planner performs high-level professional planning work under minimal supervision from the Planning Manager. Assists the Director, Planning Manager and Community Development staff through research, outreach, coordination, communication, design, education, planning, and regulations that support City objectives. Coordinates complex and difficult projects and issues and manages land use application case work, permit review, and may lead the preparation of long range plans and participate in development review team meetings. Prepares and presents staff reports, ordinances, recommendations and research for special studies or assignments. Planner I Essential Duties & Responsibilities Serves as case manager in evaluating routine land use applications including rezoning, planned unit developments, plats, variances, subdivisions, and zoning site plans. Reviews land use applications for conformance with zoning, land use and development regulations. Assists in the preparation and presentation of land use ordinances, standards and regulations to planning and zoning commission, board of adjustment and appeals, city council, and other community organizations. Coordinates and facilitates neighborhood and community meetings associated with development cases, long range plans, neighborhood plans, and other special projects. Conducts field investigations and development review inspections. Coordinates development review functions with economic development and redevelopment programs, as well as with other city departments and public agencies. Researches, prepares, and presents information, data, reports, tables, maps graphics, and photographs supporting current planning decision-making. Prepares written staff reports, council communications, findings of fact, memoranda, policies and other special reports. Responds to citizen, developer, and departmental inquiries. Provides information, explains procedures, regulations and development code requirements. Updates department maps and other development process assistance information provided to applicants. Corresponds with property owners and tenants to seek compliance with zoning codes. Performs code enforcement investigations, inspections, and site visits. Corresponds with property owners and tenants to seek compliance with zoning codes. Coordinates code cases with Code Compliance staff. Includes documentation of violations, preparation of Notice of Violation documents and creation of an official enforcement case file in coordination with the Code Compliance staff. Serves as the Department’s representative to internal and external committees and boards as assigned. Performs other duties as assigned and required. PREPARATION AND TRAINING Education Planner I-II: Bachelor’s Degree in Planning or related field; Master’s Degree in related field preferred Senior Planner-Principal Planner: Master's Degree in Planning or related field Work Experience Planner I: A minimum of zero years up to three years of professional planning experience Planner II: A minimum of three years to six years of professional planning experience Senior Planner: A minimum of six years to ten years of professional planning experience Principal Planner: A minimum of ten years of professional planning experience Certifications and/or Licensures Planner I-II: American Institute Certified Planners (AICP) Candidate status preferred Senior Planner-Principal Planner: American Institute Certified Planners (AICP) Candidate status required Required Driver’s License Valid Colorado driver’s license and a clear or acceptable MVR An equivalent combination of education, training and relevant job experience may be substituted.
