Director of Custodial, Grounds and General Maintenance

The Director of Custodial & Grounds ensures that University facilities meet and support daily operational, administrative and instructional program requirements. The Director provides strategic planning; general management, professional direction and leadership for all existing operational elements of facilities. This position reports to the Associate Vice President for Facilities Management, Housing, and Construction. The department consists of both union and non-union personnel. Essential Functions & Required Knowledge, Skills and Abilities The following functions are essential to performing this job: 1. Ability to read specifications, review drawings and study all related documents. Become completely familiar with scope of details of each assigned project. 2. Must be able to work independently. 3. Must possess time management skills to conduct physical surveys of unrecorded University facilities. 4. Must demonstrate the ability to handle multiple projects concurrently and exhibit strong organizational skills. 5. Develop project file system with up to date correspondences, meeting minutes, and change orders. 6. Maintain logs to chart flow of change requests, submittals, and related project documents. 7. Evaluate invoices with respect to value of work completed. Inspect and verify stored materials. 8. Identify safety hazards, safety code violations, violations of environmental protection laws and regulations, and similar discrepancies and report them to the contractor or other appropriate authorities. 9. Maintain effective work relationships through oral and written communications with contractors, architects, engineers, and stakeholders. 10. Enforce departmental policies and procedures. 11. Ability to supervise and manage personnel. 12. Build partnerships which align with the university mission and strategic plan. 13. Manages the day-to-day facilities operations by priority for non-capital projects including custodial services, waste management, recycling programs, monitor pest control programs, grounds maintenance, parking lot and walkway maintenance, event setups, hazardous materials management, selected outsourced services and preservation of the campus landscape. 14. Supervise removal of snow and ice so that safe conditions exist and schools can be opened in a timely manner. 15. Outlines and recommends improvements to existing facilities. 16. Develop a recommended operations budget for the Facilities Department; monitors adopted budget and authorizes expenditures in conformance with University and State policies. 17. Coordinate with the Director of Planning & Construction and other State agencies to develop and implement solutions to facilities maintenance problems. 18. Monitor and approve time records of all custodial, grounds and general maintenance personnel, including all overtime under established procedures and budgets. 19. Assist with the work order system for repairs of facilities and equipment that supports all maintenance and repairs are completed in a timely fashion. 20. Maintain the Fixed Assets Inventory list. 21. Spot-check campus facilities to ensure quality management requirements conducted by custodial, grounds and general maintenance operations. Record those results and report them as a part of Key Performance Indicators (KPI). Other Functions Individuals in this job may be assigned one or more of the following tasks on a rotating or as-needed basis: 1. Other related duties which may be required from time to time. Required Knowledge, Skills, and Abilities The individual in this job must possess these skills and abilities or be able to explain and demonstrate that they can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities: 1. Familiarity with computers, accessibility, and fire/building codes required. 2. Strong written and oral communication skills sufficient to prepare operation progress reports, dashboards, executive summaries, correspondence to contractors, contractor evaluations, and similar documents. 3. Ability and willingness to perform on-call and respond to after-hour emergencies. 4. Schedule training to strengthen professionalism throughout the entire department, both real and perceived, knowing that professionalism will lead to greater empowerment and success. Qualification Standards Five (5) or more years of senior management experience with the ability to plan, organize, direct and implement projects of considerable complexity and cost.
