Business Systems Analyst

This is a full-time position with Tecknomic and the project is with the Department of Health Care Finance (DHCF). This is an onsite role in Washington DC. Please note, in order to apply for this position, you must be able to provide proof of Covid-19 vaccination.This role closes on 11/12/2025.The Medicare Data Warehouse team at DHCF is looking for a Master level business systems analyst for their team.  The Department of Health Care Finance (DHCF), formerly the Medical Assistance Administration under the Department of Health, is the District of Columbia’s state Medicaid agency.A Senior Business Systems Analyst (BSA) serves as a key liaison between business stakeholders and technical teams, focusing on complex projects to analyze business needs, design innovative systems solutions, and drive process improvements. This role often involves leadership, mentorship, and a high degree of autonomy in managing large, cross-functional projects. Key Responsibilities and DutiesRequirements Gathering & Analysis: Lead workshops and conduct in-depth interviews with stakeholders across various departments to understand, document, and prioritize complex business requirements and objectives.Solution Design & Development Support: Translate high-level business needs into detailed functional specifications, user stories, and technical requirements for development teams. Collaborate with solution architects and developers to design and build effective, scalable solutions.Project and Process Management: Act as a project lead on moderate to large projects, planning and monitoring timelines, budgets, and resources. Drive continuous improvement by analyzing existing business processes and identifying opportunities for optimization and automation.Documentation & Communication: Develop and maintain comprehensive documentation, including data flow diagrams, process maps, user manuals, and training materials. Communicate complex information and project status effectively to both technical and non-technical audiences, including senior management.Testing & Quality Assurance: Design and execute thorough test plans and scenarios (e.g., UAT, performance testing) to ensure solutions are accurate, reliable, and compliant with requirements and quality standards.Support & Training: Provide ongoing support for implemented systems, troubleshoot complex issues, and conduct user training sessions to ensure user adoption and proficiency.Vendor Management: Interface with external vendors and manage their activities, including evaluating vendor submissions and ensuring vendor solutions align with business needs.Mentorship & Leadership: Provide guidance and technical leadership to other analysts and team members, contributing to the development of best practices within the organization. ---------------------------------------------CONTRACT JOB DESCRIPTIONResponsibilities:1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.2. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.3.
