CGS is seeking a personnel recovery expert to lead our team in support the United States Army Combined Arms Center (USACAC) Personnel Recovery Proponent Office (PRPO) task order. The PRPO is responsible for modernizing the force to meet CG, CAC guidance to focus capabilities during Large Scale Combat Operations (LSCO) against near peer and peer adversaries. Our Personnel Recovery (PR) Task Order Manager (TOM) will lead our team in the development and production of the task deliverables and the preparation of reports, development of techniques, conduct of meetings, doctrinal training updates, etc. As our primary Personnel Recovery (PR) Subject Matter Expert (SME), the PR TOM will apply expertise across analysis, design, development and production of task deliverables. Our team will provide service deliverables including: 1) Authorship of original and innovative PR content and concepts that modernize how the Army conducts PR during LSCO.2) Formatting, editing, and graphics development in support of doctrine, organization, and training products.3) Development of doctrine, organization, training products using Training Development Capability (TDC) and its related replacement system.Additional background for this opportunity: The Personnel Recovery Proponent Office (PRPO) is the force modernization proponent for Personnel Recovery (PR) as specified in AR 5- 22 and outlined in detail in CJCSI 3270.01B, DoDD 3002.01, DoDI 3002.03, DoDI 0- 3002.05, AR 5-22, AR 525-28, AR 11-33, TR 350-70, and TR 25-36. This Task Order enables the PROP to close several doctrine, organization, training, materiel, leadership, personnel, facilities, policy (DOTMLPF-P) and lessons learned gaps involving PR and survival, evasion, resistance, escape (SERE) requirements as identified in various Department of War, Joint, and Army policies and publications. The PRPO is responsible for assessing, planning, developing, and publishing PR doctrine and training manuals for the Army. Additionally, the PRPO is responsible for the analysis, design, development, implementation, and evaluation of PR training in the Army including code of conduct, isolated Soldier training, SERE (Levels A, B, C) courses, post-isolation screening, reintegration, and debriefing, PR officer qualification, and PR training for commanders and staff. The PRPO is modernizing the force to meet CG, CAC guidance to focus capabilities to support multi-domain and large-scale combat operations (LSCO) against a near peer / peer threat.Requirements:United States citizen.Active DOD Secret Clearance or higher.CGSC graduate - Military Education Level (MEL) 4 qualified with prior military primary staff experience in combined arms formations at the division or higher level.Special Forces / Combat Arms Field Grade Officer with S-3 experience and real-world experience as a Personnel Recovery Officer (PRO) at echelons battalion and above.US Army SERE-C graduate.Demonstrated expert knowledge of the personnel recovery across the range of military operations to include defense support to civil authority and civil search and rescue.Baccalaureate degree (or higher) relevant to instructional systems design (ISD) / training development.Minimum of three years of full-time training development experience using the Army Training Development Capability (TDC) database or its follow-on replacement.Editorial subject matter expertise. Minimum two years' experience as an editor supporting the production of Army doctrinal manuals IAW DA Pam 25-40.Graphic Artist. Minimum two years' experience as a graphic artist supporting the production of Army doctrinal manuals IAW DA Pam 25-40 and Army training products IAW T2COM regulation 350-70 or its equivalent.Familiarity with CJCSI 3270.01B, DoDD 3002.01, DoDI O-3002.05, AR 11-33, AR 5-22, AR 525-28, TR 25-36, TR 350-70, JP 3-50, ADP/ADRP/FM 3-0, ADP/ADRP/FM 5-0, ADP/ADRP/FM 6-0, ADRP 1-02, ADP / ATP / FM 3-90 series, FM 3-50, FM 3-94, FM 6-99, ATP 3-50.20, ATP 3-21, ATP 3-50.22 and PR related training circulars and graphic training aids.Must prepare designated reports to the Contracting Officer (KO) and Contracting Officer's Representative (COR) in accordance with the performance contract deliverables.Must adhere to facility security policies and restrictions.Responsible for budget management, administration of personnel policies, time management, training, hiring, and discipline.Must complete required government training and registration including Anti-Terrorism (AT) Level I, AT Awareness for Contractor Personnel Traveling Overseas (if applicable), OPSEC, iWatch, Information Assurance, Personally Identifiable Information (PII), Threat Awareness Reporting Program (TARP), Army Training Certification Tracking System (ATCTS) registration, and IA / IT certifications along with other developmental programs.Working Conditions: Primarily at government office at Fort Leavenworth, KS.Required Travel: Occasional travel to temporary work locations for meetings, conferences, and training events.Job Type: Full-Time exempt positionContract Length: More than 1 yearBenefits and unique perks offered, but not limited to:Medical, Dental, and Vision Insurance optionsFlexible Spending Accounts (FSA)401(k) Matching Program11 Paid Federal Holidays3 Weeks of Paid Time Off (PTO)Short-Term and Long-Term DisabilityBasic and Voluntary Life InsuranceCGS provides reasonable accommodation so that qualified applicants with a disability may participate in the selection process.
