Description: Position Summary: The Division of School Facilities (DSF) is dedicated to ensuring a safe, clean and comfortable environment that is conducive to the learning process for the students and staff of New York City Public School (NYCPS) system so students may concentrate on education without distraction. The Director of Maintenance has overall authority and accountability for the maintenance operations citywide and is responsible for the overall maintenance plan for DSF. The Director sets policy for work prioritization citywide with an eye on cost savings and effectiveness and safety for the students of New York City. Other policy established by the Director would include determination of downsizing and/or increasing skilled trade positions, monetary allocations for skilled trade jobs and budgetary constraints on overtime required for performance of maintenance functions. Performs related work. Reports to: Executive Director, School Facilities Direct Reports: Borough Maintenance Planners, Borough Contract Managers, Supervisors of Mechanics, technical and skilled trade staff, contractors, and support staff throughout the city. Key Relationships: Relationships will be fostered with high level senior administrators and directors, managers and other internal and external offices, as required. Responsibilities Repair and Maintenance Operations Provides overall direction regarding repair and maintenance operations. Administers work assigned to ensure that best practices regarding maintenance operations are set in motion and adhered to. Assesses current conditions within the Maintenance Department and develops a roadmap for continuous improvement. Continually develops strategies that will prevent plant and equipment failures. Implements Preventative, Predictive and Reliability Centered Maintenance Programs to reduce maintenance costs and improve equipment reliability and availability. Determines feasibility of work requests within boroughs and prepares short term and long-term plans for maintenance projects and functions. Sets the standard for work performed by the skilled trade staff and Contract Maintenance Unit. Administers training program for skilled trades and Contract Maintenance Staff to improve efficiency and effectiveness. Ensures that work orders and action being taken by Borough Maintenance Managers are sound and within established policy and aligns with the Division’s goals and objectives. Ensures that decisions are based on the impact of the work on the ability of the school to function and remain open. Works on an advisory review panel including Directors of School Facilities and the Executive Director to ensure needs of school maintenance are addressed citywide. Sets policy to determine maintenance materials management and inventory control including materials, tools, equipment and other needs regarding maintenance functions. Reviews capital improvement projects turnover, punch lists and work to resolve deficiencies in a timely manner. Serves as the resident expert in matters of trades. DSF Facilities Policy and Strategic Planning Administers work management best practices to increase productivity utilizing cost effective procedures and time management of personnel. Focuses on areas of improvement, including specific trade or borough concerns. Makes presentations to and sets policy with the Executive Director and the Chief Executive in order to maximize the potential of skilled trade staff. Sets policy for protocol associated with equipment and materials at schools in anticipation of repairs and improvements to schools. Operations Support Administers overall budget allocations for skilled trade personnel and work assigned. Decisions are made with consideration of cash flow, current supply levels and projected requirements. Administers citywide Personal Service (PS) budget, allocated overtime budget and Other Than Personal Services (OTPS) which include general expenditures and mechanic materials. Ensures that assigned maintenance planners follow the standard operating procedures for budgetary allocations and expenditures. Reviews and implements detail planning, scheduling and forecasting. Conducts walkthroughs on new construction and newly acquired leased sites prior to acquisition occupancy. Reviews and implements maintenance and repair plans with facilities management services providers. Determines and implements productivity improvements. Qualification Requirements: Minimum Nine years of full-time satisfactory experience doing field work as an inspector, supervisor, manager or consultant in building maintenance, construction or installation of electrical, heating, ventilating, air conditioning or sanitary equipment, at least 18 months of which must have been in a supervisory, managerial or consultative capacity. Education leading toward a baccalaureate degree in engineering or architecture from an accredited college may be substituted for the experience described above on a year-for-year basis, up to a maximum of three years of experience. However, all candidates must have the 18 months of supervisory, managerial or consultative experience described above. Preferred Capable of setting and implementing policies and procedures citywide. Strong management with skilled trade and staff assigned to various trades. Project management skills. Ability to identify potential problems and offset them with strategic, sound policy making decisions. Success in a management and communication role within large organizations. Strong organizational and interpersonal skills. Ability to communication at a high level both spoken and written. Extensive and successful experience in all aspects of organizational management. Expert level strategist with a strong ability to communicate strategy. Salary: $130,151 - $198,000 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
