I. Job Summary
Manages the financial performance and productivity of 7 landfills within the Gulf Coast market area, (in MS and AL). Ensures that Operating Units meet or exceed annual objectives and successfully implement organizational initiatives. Additionally, it is responsible for Onboarding, Developing, Coaching, Mentoring, and Performance Management of all District Managers.

II. Essential Duties and Responsibilities  

Develops and implements an area of responsibility operating plan consistent with accomplishing the long-range established objectives, enhancing effectiveness, and delineating responsibilities and authority. Develops direct reports. Reviews and evaluates performance with an area of responsibility continuingly and establishes proper performance measures. Counsels managers on execution of programs, ad when necessary, provides direction for modification in work plans or implementation of contingency plans per prevailing business conditions. Develops operating unit budget in a timely manner, forecasting financial and human resource needs for future time periods. Assists managers in budget optimization; provides budget compliance support. Oversees department personnel needs, including selecting, coaching, and training employees and evaluating employee performance. Provides input into termination, compensation, and promotion decisions. Organizes and schedules all necessary resources required to accomplish activities. Attends regularly scheduled Profit and Loss (P&L) reviews and executes prescribed programs on routing equipment utilization, equipment maintenance, and labor and material costs. Implements and maintains programs to improve the Market Area's safety, productivity, and profitability; Ensures compliance with the Department of Transportation (DOT)/Occupational Safety and Health Act (OSHA) and other Federal and State regulations. Directly manages, approximately, 10 employees, including Operations Managers, District Managers, Heavy Equipment Operators, Scale House Attendants. Indirectly manages, approximately, 30 employees, including Heavy Equipment Operators, Scale House Attendants, Heavy Equipment Mechanics/Technicians, Operations Specialists Other duties as assigned 

III. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Associate's Degree (accredited), or in lieu of degree; or High School Diploma/ GED or equivalent and two (2) years relevant of work experience required. Experience: 5 years of prior work experience (in addition to education requirement) in Operations Management, including at least three years managing a team of two or more individuals required.

B. Certificates, Licenses, Registrations or Other Requirements

Must be able to maintain a valid driver's license and clean driving record throughout the duration of employment in this position.

C. Other Knowledge, Skills or Abilities Required

Experience in a position involving operations, customer service, community relations, health and safety, financial and human resources function; experience as a supervisor or manager; experience implementing safety (OSHA) programs and equipment specifications; experience preparing and managing budgets, and experience resolving labor relations issues required.
