DSS-AO maintains the operation of the Office of Audit and Quality Assurance (OAQA), Office of Compliance & Support (OAS), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO). The Office of Revenue is responsible for revenue collection and centralized data reporting. The Office of Revenue is recruiting for Admin Staff Analyst NM III to function as a(n) Executive Director, Financial Review & Claims Processing who will: -Manage, plan and develop the operational activities of DFRP, ICP and SNAP-CR Directors as they administer their specific program areas which are responsible for initiating adverse actions on cash assistance cases due to information obtained via computer matches, sanctioning individuals who fail to cooperate with child support requirements, seek reimbursement of interim cash assistance paid to participants who then receive supplemental security income (SSI) payments, and evaluate & develop all potential overpayments.- Provide and maintain intra/inter departmental communications and liaison between various agencies/departments such as DART, MAP, OCSS, OLA, OTDA, NYS Dept. of Health, DARB, MIS, AO-Systems, BFI, ACS, Dept. of Correction, Fair Hearing, Food and Nutrition Services (FNS) and other outside agencies, organizations and committees.- Identify program needs, potential at-risk situations or new techniques to maximize recovery efforts and spearhead the implementation of newly developed or revised computer programs, system enhancements and new procedure or guidelines as administrative, operational or policy changes require.- Direct and oversee the implementation of administrative and legislative directives, policies and procedures issued from the Mayor’s Office, DSS/HRA, or the Chief Accountability Officer as they relate to the mission and methodology of DFRP, ICP and SNAP-CR. - Establish criteria and high-quality standards, policies and procedures that comply with current federal, state and city laws/statutes, rules and regulations.- Communicate the status of ongoing projects, completion results, and the amounts of all monies recovered and saved through successful interventions to the Assistant Deputy Commissioner of the Revenue Division.- Meet with upper management to discuss ongoing activities and progress as they relate to the Office of Revenue’s mission. Provide narrative and statistical reports and presentations that communicate all current and future projects. Recommend changes in administrative policy and procedures for a more efficient and productive divisionLocation: Pearl Street, New York N YHours: Monday to Friday: 9 am to 5 pmADMINISTRATIVE STAFF ANALYST - EMinimum Qualifications1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.Preferred Skills- Ability to critically assess operational issues, use evaluation techniques and conduct research to develop effective corrective actions and policies designed to improve performance & operational efficiency. - Excellent supervisory and technical skills to plan and monitor projects undertaken by assigned staff. - Strong analytical and decision-making abilities. - Excellent verbal and written communication skills. - Knowledge of applicable federal, state and city laws, regulations, policies and procedures. - Working knowledge of HRA/DSS systems such as DARB, HRA One Viewer, WMS, Lexis-Nexis, POS, SOLQ, FHIS, CAMS, PAM, ICP Web, DFRP Tracking, IRIS, FHEMS55a ProgramThis position is also open to qualified persons with a disability who are eligible for the 55-a Program.
