The Audit Services Division uses generally accepted auditing/accounting principles to review financial documents, tax forms, business records and other relevant documents. Auditors in the Audit Services Division are expected to conduct research and analysis and can apply tax law using Internal Revenue code and Oklahoma’s rules and statutes for taxation as well as the agency’s procedures. Auditors prepare audit reports to provide documented recommendations concerning changes in policies or operating procedures and strictly adhere to both state and federal laws and regulations regarding the confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations.The Auditor position supports the Audit Services Division by conducting fair and ethical single issue and limited scope audits of various tax returns. The primary function of the position is to execute audits efficiently ensuring adherence to the Internal Revenue Code and Oklahoma Tax Statutes and Rules while maintaining a high level of accuracy in calculations and procedures. DUTIES AND RESPONSIBILITIESThe functions performed by employees in this job family will vary by level, but may include the following:General Duties – Compile and submit audit review packets.Review Internal Revenue and Oklahoma tax statutes.Provide written and verbal communication and customer service to taxpayers.Create, print, review and distribute audit correspondence items.Attend mandatory training.Other duties as assigned.Corporate Income -Ensure taxpayer compliance with Corporate Income tax statutes and rules by reviewing and auditing corporate, small business, partnership, tax-exempt entity, and fiduciary tax returns submitted to the Oklahoma Tax Commission.Responsible for reviewing business and individual returns to identify areas of non-compliance and filing irregularities.Analyze and audit business financial records, including the corporate, small business, tax-exempt entity or fiduciary tax return, federal income tax returns and adjustments, business tax returns and adjustments, and internal and external income reports.Full Scope Business Audit -Ensure taxpayer compliance with Sales Tax statutes and rules by reviewing and auditing all potential areas of non-compliance of businesses, which can include but is not limited to sales tax, withholding tax, vendor use tax, consumer use tax, franchise tax, mixed beverage tax, waste tire tax and lodging tax. Ensure compliance by reviewing the business tax returns, invoices, sales records, and other financial documents.Analyze and audit bookkeeping records, general ledger and financial records, including various Oklahoma tax returns, federal business returns and individual income tax returns, exemption files and internal data.COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIESKnowledge ofAuditing methodology, techniques, and theoriesGenerally accepted auditing rules and proceduresBookkeeping practices and standardsFinancial statements, ledgers, journals and reportsFederal and state income tax formsModern computer technology related to accounting systemsSkills inWritten and Verbal CommunicationExcellent Customer ServiceInterpersonal communication and relationship managementPrioritizationProblem Solving and Critical ThinkingUsing different technology programs and applicationsAbility toReview and analyze accounting records and business practicesPrepare audit reviews, reports and recommendationsEstablish and maintain effective working relationships with othersCommunicate effectively written or verballyWork independently with expected instruction/supervisionCompleting or participating in various types of single scope audits and completing required reports and to comprehend and carry out auditing proceduresPerform a limited range of audit functionsMINIMUM QUALIFICATIONSEducation and Experience Requirements consist of: A bachelor’s degree in accounting, finance, business, or public administration; or a related fieldAND four (4) years of professional experience in auditing, accounting, finance, or similar fieldOR an equivalent combination of education and experience that equal a bachelor’s degree or the required amount of professional experiencePREFERRED QUALIFICATIONSPreference may be given to candidates with the following qualifications:Completed a CPA or CIA certificationProficient with Microsoft Suite applicationsFive (5) or more years of professional experience in auditing, accounting, finance, or similar fieldPHYSICAL DEMANDSAbility to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.SPECIAL REQUIREMENTS Full Scope Business Auditors may be required to travel as business needs arise. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required. The Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities.
