POSITION SUMMARYThis position’s main role is to protect life and property, promote and preserve peace through diligent patrol and citizen cooperation; enforce the Fair’s Administration Code, State and Federal Laws, and to deliver police related services. In addition, provide administrative duties and supervision to part-time and seasonal Police Officers and non-ranking duty officers. EMPLOYMENT TYPE This position is an unclassified, Dual-Limited Term Employment (LTE) position within the State of Wisconsin employment system, working an average of 40 hours per week throughout the calendar year. This role will predominately be third shift (12:00 am – 8:00 am) on the weekends and will be required to float between shifts during the week. The employee will be scheduled for two consecutive days off each week, unless business needs require otherwise. More than 40 hours per week may be required leading up to and during the annual Wisconsin State Fair. Annual hours worked will not exceed 2,078. COMPENSATION & BENEFITS Starting rate of pay is $32.00 per hour. A comprehensive fringe benefits package, including a pension, health and dental insurance, life insurance and disability insurance among others may be available after a minimum employment period is met. Paid time off including vacation, holiday, and sick leave are not included as part of the benefits package per State of Wisconsin Legislature, s. 230.26(4), Wis. Stats. WHO CAN APPLY This position is open to all qualified State of Wisconsin residents who meet the outlined criteria. ESSENTIAL FUNCTIONS Preventative and directed patrol (by vehicle, cart or on foot) Enforcement of the State Fair Administrative Code, State and Federal laws During the annual State Fair, reports to the area Sergeant Obtain, verify and report information that provides the basis for making an arrest Enforcement of traffic and parking laws Investigate accidents Respond to emergency and non-emergency calls for service Document all calls for service Prepare written reports for documentation purposes and/or court Promote professional relationships within the agency, park board, park administrative personnel, visitors to the Fair and outside agencies in accordance with the department’s mission, goals and objectives Process parking citations, including follow up notices and suspension notices to Department of Transportation Process parking citation payments to be forwarded to the Business Office Process traffic citations Process paperwork for Court and/or District Attorney Download electronic recording equipment Maintain equipment in Police fleet vehicles Other operational tasks as assigned by the Chief of Police or designee MINIMUM QUALIFICATIONS At least 21 years of age by the date of hire United States citizen Education: At the time of application, the applicant must meet the following requirements: completion of a minimum of 60 college credits from a university, college or technical college Must currently hold and maintain eligibility for certification by the Wisconsin Law Enforcement Standards Board No felony or domestic violence convictions at the time of application Vision 20/40 corrected Height/weight in proportion Valid Wisconsin driver’s license at time of appointment Wisconsin resident at time of appointment Probationary period of one year Continued employment is reviewed annually on the anniversary date of hire Successful completion of the Field Training Officer (FTO) program at the State Fair Maintain Wisconsin TIME System Certification PREFERRED QUALIFICATIONS Knowledge of department operations, rules, regulations, policies, and procedures as they are associated with this position Knowledge of provisions, procedures, sources and elements of the State Fair Administrative Code and state and federal law Knowledge of concepts, procedures and techniques related to interviewing, interrogations, investigations, confessions, evidence preservation, search and seizure, defense and arrest tactics and use of force Ability to protect oneself and others by having a full range of movement, physical strength, endurance, and fitness to apprehend and control a subject Ability to communicate in English, both orally and in writing, in a clear manner using appropriate grammar and spelling Ability to run, climb, grab, pull, lift, bend and exert oneself in a spontaneous or normal situation and function for extended periods of time without breaks Ability to operate a motor vehicle under normal and adverse conditions while maintaining the ability to communicate and activate the equipment in the vehicle Ability to make quick decisions, accurate observations, use sound judgment, and maintain a professional demeanor under ordinary (normal) and stressful situations Ability to recall details, copy written and oral information and apply instructions with a high degree of accuracy Ability to read and comprehend legal and non-legal material written in English Ability to maintain a proficient level of competency with the officer’s handgun Equipment Used Police vehicle, golf cart, bicycle, fixed and portable two-way radios, firearms, handcuffs, baton, oleoresin capsicum spray, telephone, copy machine, computer and word processing equipment, and cell phone. Physical and Environmental Demands Regular: Use of both hands and legs, rapid simultaneous mental/muscular coordination, oral/written communication, hearing, near and far vision, depth perception, color identification and peripheral vision. Frequent: Standing, walking, sitting, climbing stairs, balancing, reaching, repetitive finger movements, feeling, twisting and pressure involving wrists, arms and hands. Occasional: Heavy, moderate and light lifting, carrying, pushing, grappling, stooping, kneeling, crouching, bending, crawling and running. Be able to endure exposure to extreme heat or cold, loud noises, dusty conditions, unsanitary conditions, and possible blood borne pathogens. SPECIAL NOTES Candidate must be able to work all 11 days of the annual Wisconsin State Fair. Prior to appointment to this position, the candidate will be subject to a comprehensive Police criminal background check.
