APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE DIRECTOR OF SOCIAL SERVICE CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.Adult Protective Services (APS), is mandated by the State of New York to provide social, legal and protective services to individuals 18 years of age and older, who because of mental or physical impairment are unable to meet their essential needs for food, shelter clothing or medical care, secure benefits and entitlements or protect themselves from physical or mental injury, neglect, maltreatment, or financial exploitation; are in need of protection form actual or threatened harm, neglect or hazardous coordination; and have no one available who is willing and able to assist them responsibly.Under the direction of the Field Operations Director, with wide latitude for the exercise of independent initiative and judgment, the Deputy Director of the Staten Island Borough Office is responsible for the direction, coordination and administration of all daily activities of the Undercare, Assessment, Eviction and Preventive Service Units. The Deputy Director is responsible for the professional review, evaluation and management of all cases accepted for service plans, the implementation of these plans, and the satisfactory closing of each case. Since APS is regulated by stringent Stateguidelines, the Deputy Director must ensure staff adherence to all regulations, including legal and medical requirements.APS is recruiting for one Administrative Director of SS NM-I to function as Director, Borough Office (Staten Island) will:- Responsible for the direction and supervision of professional and clerical staff members who are engaged in the processing of cases for APS clients who are receiving Financial Management Services, awaiting entitlements and cases of clients who are in receipt of services that must be monitored by APS. Ensures that continued eligibility for APS services is verified within specified time frames and the update of service plans.- Provide direction, administration and control of the Assessment Units. Monitors and reviews the formulation of all case plans for all cases that are referred into the Assessment Unit and that the assessment plan is completed within thirty days from the day of referral. Ensures that emergency services are implemented to stabilize clients. - Plan and manage the Eviction Unit’s activities involved in the processing of cases referred from the New York City Department of Investigations, which oversees the operations of the City Marshals. In this capacity, the Deputy Director will coordinate the activities and linkage between the Office of Health and Mental Health Services (OHMHS), Office of Legal Affairs (OLA) and Family Independence Administration (FIA) for APS eviction eligible clients. They are responsible for all Orders to Gain Access, ensuring that requests are completed within the 30 days assessment timeframe. - Responsible for the Preventive Service Program overall performance; Monitors and implements tracking mechanisms for the proper services maintenance of cases that are stabilized including conducting field visits every four months and recertification twice a year. - Maintains frequent contacts with other City agencies, such as hospitals, and the Police Department; state agencies, Office of Health and Mental Health and the Office of Legal Affairs to provide information on issues related to APS cases and to ensure that cases are addressed in a timely fashion. - Monitors Borough Office overall performance, identifies areas requiring changes and recommends changes in staff operations to the Borough Office Director to ensure adherence and uniformity in the application of policies and procedures - Responsible for the review and analysis of case records to ensure that they are up-to-date or when closed, contain all necessary documentation and comply with State regulations, guidelines and directives. Interprets departmental rules and regulations to staff and other agencies. - Responsible for the development and maintenance of statistical reports documenting the Borough Office monthly activity and productivity analysis for submission to the Borough Office Director and APS Administrators. These reports assess the unit’s operations, i.e., number of cases processed, new cases, outstanding cases and volume of clients servicedSalary Range: $66, -$,Work Location: ST MARKS PLHours/Schedule: 9-5 flex time flex may need to work early morning and/or after hours and some weekends if emergency situations arise.ADMINISTRATIVE DIRECTOR OF SOC - CMinimum Qualifications1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or2. Education and/or experience equivalent to "1" above.
