The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:SECTION C.1 GENERALC.1.1. SCOPE OF WORK. The coordinator shall perform the Roman Catholic Religious Education Coordinator function as defined in this work statement at Fort Cavazos, Texas.C.1.1.1. WORK SITE.  All Garrison Chaplain Approved Catholic sites, chapels, and programs.C.1.2. HOURS OF OPERATION Hours, dates, and times vary based on required tasks.C.1.3. SECURITY REQUIREMENTS. Coordinator personnel or any representative of the coordinator entering Fort Hood, Texas, shall abide by all security regulations and shall be subject to security checks. If working with youth, additional background requirements must be met in accordance with DoD Directive 2014-23 and Army Regulations.C.1.4. EMPLOYEE REQUIREMENTS & TRAINING. Additional training may be provided by the Director of Religious Education as needed. Coordinator shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable.C.1.5. MINIMUM PERSONNEL QUALIFICATIONS. The Coordinator will be a professionally qualified individual preferably having a degree in the field of Catholic Religious Education from an accredited Catholic Institution. The Coordinator must be registered with and have all required training from the Military Archdiocese program and be an AMS Certified Catechist. Three years of work experience in Catholic Religious Education is preferred. The coordinator's character will be commensurate with their responsibilities as a Coordinator for the Ft. Cavazos Catholic Community and is expected to adhere at all times to the teachings of the Roman Catholic Church in regards to Sacred Tradition, Sacred Scripture, and the Magisterium.C.1.6. VEHICLE REGISTRATION. Vehicles entering Fort Hood, Texas, shall have a valid state license and shall be registered with the Vehicle Registration Section of the Provost Marshall Office. Vehicles shall be registered prior to the commencement of contract work. State license and registration shall be maintained current during the time the vehicle is in use on this installation. C.1.6.1. VEHICLE OPERATION. Coordinator personnel operating motor vehicles on the installation shall have a valid state operator's license for the category of vehicle being operated and shall comply with FH Reg. 190-5, Fort Cavazos Traffic Code, 30 May 2006 regarding motor vehicle use on the installation.SECTION C.5 SPECIFIC TASKSC.2.1. RELIGIOUS EDUCATION PROGRAM MANAGEMENT. The Coordinator shall develop a program of study for grades Pre-K through 12, the RCIA (Rite of Christian Initiation for Adults), the RCIC (Rite of Christian Initiation for Children) and the Adult Confirmation programs. The programs shall conform to the standards promulgated by the National Conference of Catholic Bishops and the Archdiocese for the Military Services Religious Curriculum Guide in that group's Directory of Catechesis and shall be endorsed by the Senior Catholic Community Chaplain. The Coordinator shall research new and evaluate currently used materials and select appropriate teaching resources and didactic aids for the Catholic Religious Education Program. The Coordinator shall conduct registration for program in the summer prior to the school year and ongoing throughout the year as new students arrive. The Coordinator is responsible for placing registered students in grade appropriate classrooms and maintaining classroom rosters each week. The Coordinator shall include a Welcome Back Assembly and a Last Day Assembly to mark the beginning and the ending of the school year. The Coordinator shall ensure there are enough volunteers to run the program effectively to include 2 trained Catechists per classroom, administrative assistants, resource room volunteers, and hall monitors. The Coordinator is responsible for opening and closing each week. The Coordinator will ensure classrooms are setup and supplies are available for instruction. The Coordinator will assist Catechists weekly with lesson plans for each grade level. The Coordinator will ensure the safety of all students for dismissal each week. The Coordinator will assist in registering and monitoring all students within the AMS Family Faith Assessment tool annually. The Coordinator shall brief the Senior Catholic Community Chaplain as necessary concerning upcoming events, problems, or suggestions, with respect to the Catholic Religious Education Program. The Coordinator shall compose religious education program information for the weekly Catholic Worship Bulletin.C.2.2. RELIGIOUS EDUCATION REPORTS. The Coordinator shall compile a quarterly Religious Education Report consisting of information about the various Catholic ministries: Total attendance, number of volunteers, educational hours, number of sessions held, AF and NAF dollars spent. The Coordinator shall submit the completed report to the Senior Catholic Chaplain and the Fort Cavazos DRE (Director of Religious Education). The Coordinator will assist with the Priest Quarterly Report to AMS.C.2.3. STAFF/OFFICE INTEGRATION. The Coordinator shall integrate with the Garrison Chaplain's Staff, DRE's, the Senior Roman Catholic Priest, the Catholic Pastoral Life Coordinator, and the Garrison Chaplain's Executive Administrator as necessary.C.2.4. VOLUNTEER MANAGEMENT AND TRAINING. The Coordinator shall recruit, interview, approve, and train volunteer teachers and classroom assistants for each class for grades Pre-K through 12, the Rite of Christian Initiation for Adults (RCIA), the Rite of  Christian Initiation for Children (RCIC), the Adult Confirmation program and several volunteers to assist with the administration of the program during class time. The Coordinator shall maintain a digital volunteer database and have available current volunteer reports and rosters. The Coordinator shall oversee and ensure that all volunteers in the program are vetted by completing the necessary background checks with the Garrison Chaplains Office and completing the local installation Child Safety Protection Training before they can begin volunteering in the program. The coordinator shall assist the DRES and the Catholic Volunteer Coordinator (when available) to ensure that all volunteers in the Catholic RE program register in the VMIS (Volunteer Management Information System) and complete an application for a volunteer position with the Catholic Religious Education Program.The Coordinator shall oversee the program's VMIS volunteers as an OPOC (Organizational Point of Contact) and ensure all online applicants are up-to-date and assist in recording their volunteer hours. The Coordinator shall coordinate local installation Child Safety Protection Training through the DREs to ensure all volunteers meet mandatory annual requirements. The coordinator shall compose and conduct teacher formation sessions of at least 2 hours duration four times a year. The coordinator shall give certificates of attendance to participating catechists. The coordinator shall offer catechists assistance and conduct workshops as necessary for the mandatory Catechist Certification Program through the Archdiocese for the Military Services in Washington, USA. The Coordinator will work with the Senior Catholic Chaplain to recognize volunteers in the program during Catechetical Sunday and at the end of the Religious Education year.C.2.5. SACRAMENTAL PROGRAMS & RECORDS. The coordinator will screen and assist the Catholic Pastoral Life Coordinator in the maintenance and submission of Sacramental records for First Reconciliation, First Eucharist, Confirmation, RCIA, RCIC, and Out of Sequence students, which are required by the Archdiocese of the Military Services, USA. The coordinator will assist the Catholic Pastoral Life Coordinator in the submission of letters/correspondence to the churches of baptism for all individuals receiving a sacrament in the Ft. Hood military chapel. The Coordinator is responsible for planning, coordinating, and executing parent meetings, retreats/workshops, special Rites, special Confession times, rehearsals, correspondence, special Masses, and special bulletins for the Sacramental Preparation programs listed above. The Coordinator will assist the Senior Catholic Chaplain with the planning, coordination, and execution of the bishop's annual pastoral visit to Ft. Hood. The Coordinator will assist the Catholic Pastoral Coordinator to ensure all marriage paperwork is collected for all adults who require the Sacrament of Marriage prior to receiving their other sacraments.C.2.6. GENERAL ADMINISTRATION. The Coordinator shall submit requests for facility usage (for religious education activities) to the appropriate chapel or post activity in accordance with the SOP of that chapel or post activity. The coordinator shall organize and schedule routine and special events to obtain optimum facility usage through coordination with Non-Commissioned Officer in Charge/Officer in Charge (NCOIC/OIC) of various facilities.  When the coordinator signs for a key to a building to conduct any activity or work, that coordinator assumes responsibility for any loss or damage to both Real and Installation property that may occur during the period that the building is open. The coordinator is responsible for all administrative duties related to the Catholic Religious Education program. These duties include making copies for Catechists each week, responding to daily/weekly inquiries about the program, chapel reservations, inventorying curriculum and supplies, ongoing correspondence with Catechists, parents, and students of the program, updating program documents, and writing transfer letters.C.2.7. PROGRAM BUDGETING. The Coordinator shall develop and present an annual budget for both appropriate and non-appropriate funds (CMRP) and submit budget to the Senior Catholic Chaplain to be presented to the Garrison Chaplains Office, Resource Manager as part of the CMRP annually. The coordinator shall submit requests for required religious education material, equipment and supplies to support the Catholic Religious Education program to the Senior Catholic Chaplain for submission to the Chapel Funds Office and Resource Manager. The coordinator shall also submit requests for religious education resources to support the Catholic Religious Education program through monthly CTOF requests (NAF funds) and attend the quarterly CPBAC meetings. Upon approval of the CTOF requests, the Coordinator shall submit Purchase Order Requests to the Garrison Chaplain's Funds Office.C.2.8. YOUTH & YOUNG ADULT MINISTRY. The Coordinator shall develop a youth and/or young adult ministry program at the discretion and the direction of the Senior Catholic Chaplain. This program(s) will include a Catholic Religious Education component, as well as, social and service oriented activities and events. Recruitment of volunteers to work with these age specific groups is required.
