Minimum qualifications: Six years professional experience in a closely-related financial or accounting related field is required. A Bachelor degree in a relevant field can substitute for four of the six years of required experience. A master's degree in a relevant field can substitute for one year of the required experience. Preferred qualifications: A Bachelor degree with a major in business, finance, accounting, or related field of study. Preference will be given to applicants with experience in finance, account management, and budget management. The Florida Fish and Wildlife Conservation Commission’s (FWC) Division of Habitat and Species Conservation is comprised of six sections and two offices. This position is in the Wildlife and Habitat Management (WHM) Section. Description of duties: The FWC’s Northwest Region Wildlife and Habitat Management Section is seeking a purchasing, budget, and procurement specialist to assist in the following: Contracts/Agreements: the incumbent functions as a subject matter expert on business matters affecting the Commission’s Northwest Region Wildlife Management Area (WMA) system and supports WHM staff managing wildlife, habitat, and public use on these WMAs. This position drafts, develops and coordinates contracts and agreements pertaining to WMA lands including various contractual services. This position consults with the Commission's legal counsel regarding form and legality of proposed contracts and agreements and monitors compliance with existing contracts or other types of agreements regarding lands managed by the WHM Section. This position coordinates with Finance and Budget Office staff on securing fund releases and other related matters. This position provides consulting support directly to regional administrative staff on these types of activities. Purchasing: serves as a Contract Manager in the procurement of goods and services for WHM in the Northwest Region. Duties include developing formal solicitations for goods and services over $35,000; submitting requisitions, change orders, and invoices in MyFloridaMarketPlace; monitoring vendor performance and addressing deficiencies or other concerns; serving as p-card advocate to aid regional Wildlife Management Area staff with p-card transactions; serving as a “Super Buyer’ for state purchasing card transactions up to $10,000 per transaction; and advising staff on state purchasing procedures, best practices, and legal requirements. Budget: assists the Regional Wildlife Biologist with budget monitoring throughout the fiscal year, including creating regular budget reports in Excel with data queries of expenditures, encumbrances, and allotment balances. Assists with fiscal year-end encumbrance monitoring, reconciliation, and certified/carry forward balances. Other Duties: assists Regional Wildlife Biologist with other duties as requested. The successful candidate must occasionally attend regional and divisional meetings, various trainings, and occasionally travel to WMAs in the region to provide support for conducting pre-bid meetings and monitoring vendor performance. Knowledge, Skills, and Abilities:Knowledge and understanding of management principles and practices, business functional areas such as accounting and budgeting, state purchasing laws and rules, and state purchasing processes. Preference will be given for effective knowledge of the State’s purchasing/procurement platforms. Must have the ability to understand and apply applicable statutory rules, regulations, policies and procedures relating to purchasing and budgeting.Ability to work independently and solve problems and make sound decisions.Ability to determine work priorities and ensure timely completion of work assignments.Ability to establish and maintain effective working relationships with others.Ability to efficiently and effectively communicate with external and internal customers.Knowledge and experience in managing large budgets.Knowledge and experience with contract management, communicating with contractors, and resolving disputes. Ability to generate budget reports and track invoices.Ability to plan and prioritize work assignments. Skill in use of Microsoft Office software (e.g. Word, Excel, etc.).
