Starting Hourly Rate | $25.0776 6 Months | $25.68 CIVIL SERVICE, 400.9: If an employee of the city does not pass the promotional examination and otherwise qualify for a vacated position, or if an employee of the city does not apply for a vacated position, an entrance examination may be used to fill the vacancy.  The City of Davenport offers a comprehensive benefit package. The cost for a family plan for medical, dental, vision and prescription is only $98.61 per month for 2024 and starts on first day of employment.  The City also offers: Iowa Public Employee’s Retirement Pension plan  457 Deferred Compensation – The City will contribute 2.75% of the employee’s income to his/her 457 account if the employee contributes at least 1% (applicable to AFSCME) 13 paid holidays Life Insurance Long Term Disability Insurance Tuition Reimbursement Employee Assistance Program Examples Of Duties Assists in procuring needed goods and services: approves purchase requests; consolidates requirements of departments; writes and checks bid specifications; establishes a supplier's and bidder's list; reviews new developments and sources of supply by mail and demonstration; secures quotations; assists in contract preparation and processing invoices for payment; expedites and traces deliveries; verifies delivered goods with order invoice. Assists as the liaison between departments and vendors: investigates complaints; approves blanket purchase requests; assists in evaluating needs and preparing specifications; files necessary reports with various agencies. Evaluates service records of various vendors, quality of goods purchased and appropriateness of characteristics. Qualifications Associate’s Degree in Business Administration, Public Administration, Marketing, or other related field supplemented by one year of buying or purchasing experience or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position. Must possess a valid driver’s license and maintain throughout duration of employment. Must pass a background check as prescribed by the City of Davenport. Must reside in Iowa or Illinois within two (2) years of hire and maintain residency throughout the duration of employment.  Knowledge and Skills Considerable Knowledge of: Bookkeeping principles. Form processing sequences. Good Knowledge of: Competitive bidding procedures. Techniques for comparing product quality. Working Knowledge of: Legal responsibilities of parties in purchase contracts. Municipal purchasing regulations and policies. Considerable Skill in: Classifying products into like groups. Writing descriptive product specifications. Compiling reports of transactions completed. Dealing effectively with suppliers, sales representatives, department personnel, and the general public. Computer skills including Microsoft Word, Outlook at a highly proficient level. Time management skills. Effective verbal and listening communications skills. Attention to detail and high-level of accuracy. Good Skill in: Identifying significant product characteristics and rating their quality. Computing multiple unit costs, percentage discounts, and total expenditures. Preparing and interpreting charts, graphs and reports. Operating standard office equipment including accurate operation of a calculator.
