Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in approaches to strengthen health systems through programs in health workforce, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

CHAI is working with countries across Africa, Asia and LAC to support Ministries of Health, Finance and government insurers to improve the availability and affordability of essential health services for their populations, towards the goal of universal coverage of primary health care. CHAI supports governments in the establishment of resilient and inclusive health systems capable of delivering on this goal. This includes work across health financing, health workforce, and digital health systems, as well as on comprehensive health systems reforms. The health systems program cluster where this position sits also includes CHAI's work in cancer and non-communicable diseases.

Responsibilities

As Associate Director or Director, you will bring relevant experience in health systems strengthening to work across strategy, management, grant management and operations of CHAI's health financing, health workforce, digital health and growing health systems strengthening portfolio. While this role will start with a focus on health financing, workforce, and (in a targeted manner) digital health; over time this may include additional support across programs in this cluster– particularly in relation to projects where there is an identified opportunity for program integration.

This is a challenging, fast-paced and rewarding position. The successful candidate will report to CHAI's Vice President, Health Systems and play a leadership role as part of a growing cluster, responsible for building out new areas of work for CHAI. He or she will be responsible for: Supporting development of program strategy and country specific strategies with country leadership including goal setting and measurement; Mobilizing and maintaining funding via donor and grant management, including reporting; Documenting and sharing work for different internal and external audiences; and supporting execution of priority projects.

Key responsibilities include the following:

Support strategy development and strategic growth of the health financing, health workforce, digital health, and health systems cluster overall, working closely with CHAI program and country leadership. This includes initiating new ideas and novel strategies, partnerships and projects, as well as supporting program integration and collaboration within and across program clusters. Document and share health systems strengthening work within CHAI and outside of CHAI, including through leadership reviews, cross-country and cross-team summits, monthly calls, and development of case studies and publications. Support team members across program and country teams in technical writing. Support country and program leadership to mobilize resources for new work areas, including through donor engagement (bilateral, regional, multilateral), maintaining donor relationships, and development of successful proposals and responses to requests for proposals. As needed, work closely with the business development team and other CHAI teams. Manage grants and reporting for a portfolio that spans countries across regions. This includes: Provide strategic input and advice on plans and budgets; Collaboratively design theories of change and results framework and execute a cross-country monitoring and evaluation strategy; Write and present narrative and financial reports for donors. Develop and maintain partnerships across countries where we work, representing CHAI's work in conversations with these partners. Help to implement new initiatives with program directors, including scoping new areas or country programs and setting up teams to take this forward. This will include a focus on projects that require cross-team collaboration. Develop and implement internal goal setting and measurement. Oversee operations and finance support including in budgeting and reporting and overseeing a growing portfolio of over $30 M/year with large grants (., CHAI's $30 M Sida grant). This will include management of Budgeting and Reporting FTEs. Support program and country leadership in team building and retention, as part of cluster and organization wide talent strategy activities, working closely across teams. This role requires taking initiative to identify new opportunities and take on other responsibilities as needed and as requested by the cluster. It is anticipated that this role will evolve with the growth of the health systems cluster.

Qualifications

10-15 years of experience in a relevant field (. public health, health systems) in the public or private sector with increasing leadership responsibilities; Advanced degree in health economics, public health, public policy, or other relevant disciplines preferred; Exceptional technical writing and communication skills; Able to explain complex concepts to a variety of audiences including donors; Experience with grant reporting in global health. Demonstrated experience in grant management in global health, including managing budgets; Experience with project and program management, including managing deliverables and milestones on time and within budget and meeting project needs. Demonstrated experience building relationships with government and across public and private sectors. Understanding of health systems, and particularly working with governments in low and middle income countries, as well as an ability to learn on the job; Experience leading diverse teams that are at least partially remote; Strong strategic and problem solving skills, including excellent analytical and quantitative skills; Ability to work independently, self-motivate and propose new initiatives; Ability to handle multiple tasks simultaneously and quickly adapt to changing priorities; Full proficiency of Microsoft Word, Excel and PowerPoint; Strong interpersonal skills and proven ability to build relationships in a multicultural environment; and English language fluency, French preferred
