Director of Analytics and Program Effectiveness, Temporary Housing and Foster Care, STH

Description: Position Summary: The New York City Public School (NYCPS) system is the largest in the country, composed of almost 1 million students and 75,000+ teachers in over 1,600 schools. Each year there are over 100,000 students who are homeless or live in temporary housing, including shelter, foster care, and domestic violence safe housing. Research indicates that students in temporary housing face unique academic challenges and are more likely to be chronically absent than their housed peers. Under the leadership and direction of the Senior Director for Students in Temporary Housing (STH) and Foster Care, the Director of Analytics and Program Effectiveness will provide strategic leadership for a range of projects impacting vulnerable youth. This role includes leading the design, scope, planning, execution, and progress monitoring of cross-functional projects. The Director will create and manage data tracking systems, publish regular data reports, maintain inquiry databases from schools and networks, and conduct analysis to support best practices and program effectiveness. To improve the impact of STH and foster care programming, the role will support senior leaders with ongoing progress monitoring of field operations, evaluating risk and potential liabilities, and identifying inefficiencies that should be targeted as areas of improvement. Part of this work will involve supporting the Senior Executive Director and Senior Director with standardizing workflows, improving field protocols, and establishing aligned metrics for tracking field operations to increase accountability and program effectiveness. Finally, the Director will work with NYCPS offices and City agencies, including the Department of Homeless Services, Human Resources Administration, and Department of Youth and Child Development, to identify needs, align resources, leverage supports, and develop programs/projects with the goal of ultimately improving outcomes for homeless students and students in foster care. The Director of Analytics and Program Effectiveness will be an integral part of the STH and Foster Care team, which facilitates, and monitors supports and services provided in shelters and schools, ensuring consistent adherence to New York City Public Schools (NYCPS) policies and federal laws and regulations regarding students in temporary housing and students in foster care. This includes compliance with the federal McKinney-Vento Homeless Assistance Act and Chancellor’s Regulation A-780. Performs related work. Reports to: Senior Director for Students in Temporary Housing and Foster Care Direct Reports: Consultant and interns Key Relationships: Other members of the STH and Foster Care team, including Directors of Regional Support, their Regional Managers, and school- and shelter-based staff; leadership in the Office of Community Supports and Wellness; senior leaders within the Office of Community Schools, including the Director of Strategy and Partnerships; NYCPS District Offices; other NYCPS Offices/Divisions, including the Office of Pupil Transportation and the Office of Student Enrollment; colleagues in the Department of Homeless Services, Human Resources Administration, Administration for Children’s Services, and other agencies; school principals and personnel providing support to STH; academic experts and community-based organization (CBO) partners. Responsibilities Planning/Operational Coordination: Advise senior leadership on strategic planning, including goal-setting, project planning, progress monitoring, and identifying opportunities for increased effectiveness. Conduct needs assessments to inform staffing allocations across school and shelter-based positions. Support the development of funding tables and programmatic algorithms for STH and foster care School Allocation Memorandums. Assist in developing data-informed tools to support school allocations for STH and foster care initiatives. Analytics and Problem Solving: Lead the implementation of a robust data-driven strategy for the STH and foster care teams. Improve data systems and research tools to enhance team effectiveness and student outcomes. Use current data systems to analyze progress of STH and foster care students, create reports to share with field staff, and explore creation of additional data systems to increase team effectiveness and drive greater outcomes for students. Maintain and update student and family databases with relevant and current information to support the work of the field and school-based partners. Support schools and district teams in leveraging housing-related data to optimize services. Use both qualitative and quantitative data to recommend solutions and guide decision-making. Publish regular and ongoing reports, create interactive dashboards, and draft summary briefings for senior leadership on key metrics aligned to the STH and foster care workflow. Project Management and Effectiveness: Assist STH and foster care senior leadership with establishing systems for sound project management, including goal targets, core tasks, key owners, and deadlines. Identify and document challenges, delays, or risks throughout the lifecycle of assigned projects. Support the implementation of STH programs and services, including management of evaluation as needed, to advance quality and impact. Help the Senior Executive Director and Senior Director with field process and operational improvement planning, including standardizing workflows, improving field protocols and processes, and establishing aligned metrics for tracking field operations to increase accountability and program effectiveness. Ensure that all assigned projects are completed on time, within scope and budget, and that project goals are achieved. Develop and oversee accountability measures for projects including progress monitoring, cycles of continuous improvement, robust stakeholder engagement, and alignment to STH and foster care equity goals. Maintain and update risk logs, elevate concerns appropriately, and support follow-up actions to resolve issues efficiently. Ensure timely responses to reporting requirements, external inquiries, and project deliverables. Leverage data to target areas for growth and improvement. Ensures compliance with data and reporting deadlines, media inquiries, and summaries. Qualification Requirements: Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above. Preferred Extensive knowledge of ATS, STARS, LCGMS and other NYCPS systems. Demonstrated expertise in STATA, RStudio, Power BI or other business intelligence tools, including building advanced, interactive dashboards, and publishing reports. Strong proficiency in SQL for querying and managing data in relational databases. Understanding of DHS and ACS systems and data. Ability to manipulate and organize large volumes of data into various views and reporting tools to support the work of the team centrally and in the field. Demonstrated mastery of Microsoft Office 365 applications. Substantial experience working with homeless or vulnerable families or students, particularly in an educational setting. Ability to use a “systems level” approach, with a deep level of understanding of the landscape of City agencies supporting education and homelessness across NYC, and the complexities of navigating City agencies. Strong analytical skills, including the ability to synthesize in real time and help the group problem-solve through effective questions. Excellent communication skills, including the ability to speak and write clearly and respectfully. Excellent interpersonal skills, with the ability to build professional, collaborative, and trusting relationships. Strong project management skills and attention to detail, and the ability to proactively identify key issues. Team management experience, including strong team building, facilitation, and results-based leadership skills. The ability to ignite and support change, to encourage leaders to be open to new approaches to collaboration, time, and resources, with the goal of achieving improved outcomes. A strong understanding of how to leverage effective community partnerships. Ability to learn quickly and continuously, be responsive to feedback, and succeed in a rapidly changing environment. Salary: $102,286 - $112,515 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
