APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.The Office of Audit Services (OAS) is responsible for the assessment of operational risk within the Agency and the coordination of the risk assessment process to ensure the integrity, efficiency, and regulatory compliance of HRA operations. Within OAS, the External Audit Facilitation Team (EAFT) provides risk assessment and an independent appraisal of HRA’s functions. EAFT performs audits, reviews, and analyses to determine the adequacy of the Agency’s internal controls; evaluates the Agency’s compliance with relevant laws, rules, and regulations; determines the economy, efficiency, and effectiveness of the Agency’s processes; and assesses the accuracy, validity, and integrity of information provided to management. EAFT is recruiting for one Associate Staff Analyst, to function as an Audit Coordinator, who will: - Correspond with responsibility areas to make sure items requested by auditors prior to the entrance conference are made available.- Ensure the auditor receives any audit related information or documents they request in a timely manner and with minimum disruption to the day to day operations of the program housing the requested information or documents. - Review final report findings and recommendations and requests corrective action plans from the programs under audit. Follow up with corrective action plans and implementation. Ensure that issues raised by auditors are addressed by the action taken or to be taken.- Oversee the review of engagement letters to identify responsibility areas and subsequent notifications of upcoming and current audits.- Coordinate post-audit development and tracking of corrective action plans. Ensure the plans are distributed to the programs with Instructions to complete and return to EAFT within a prescribed timeframe.- Attend relevant meetings associated with the audit/reviews and reports back to the Deputy Director and Director.- Assist in the preparation of audit reports.Hours/Shift:9:00AM - 5:00PMASSOCIATE STAFF ANALYST - Minimum Qualifications1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
