RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, property management, disposition of 15, City-owned lots, property valuation, and financial analysis of real estate transactions.The accounting and finance professionals in Financial Services support every unit within Real Estate Services in accomplishing their missions. Five units support RES business through lease audit, property valuations, revenue & financial analysis, budget & lease enforcement, and lease administration.The Lease Audit Unit represents the City at the offices of our landlords and tenants to review financial records in order to determine that City agencies as tenants are being charged the proper rent amounts by their landlords and that City tenants, which pay variable rents based upon a percentage of revenue, are in compliance with their leases and paying the appropriate rents to the City.After an audit is completed, the Lease Audit Unit follows-up with each tenant agency to ensure that the amounts identified as overpaid by and/or due the City in the final audit reports are recovered. The Lease Audit Unit also works with City agencies and landlords to answer questions and resolve any disputes related to rent and additional rent charges and/or payments.Financial Services is seeking to hire a Director of Lease Audit who can conduct audits of rent payments made by City agencies to private landlords pursuant to lease agreements containing operating cost and real estate tax escalation clauses. This position will also require conducting lease audits for lease agreements with private entities occupying City-owned property to verify the accuracy and propriety of rental payments made to the City. The candidate will also be responsible for performing other various compliance related tasks as needed, including assisting with the preparation of the annual Comptroller’s Office Directive One submission pertinent to Real Estate Services’ responsibilities, and will also actively participate in the conduct of reconciliations, surveys, reviews or special projects as needed by Real Estate Services.Responsibilities Include:- Directing a team of auditors providing accurate and timely lease audit reports. Provide guidance and support to other auditors on audit methodologies and techniques.- Manage a staff that conducts audits of variable rent payments made by City agencies to private landlords pursuant to lease agreements containing operating cost and real estate tax escalation clauses.- Conduct audits of lease agreements with private entities of City-owned property to verify the accuracy and propriety of rental payments made to the City.- Review and abstract leases to identify audit criteria.- Perform analyses of landlord and tenant financial records to verify the accuracy of data and information.- Develop and complete audit plans including the drafting of letters and reports that reflect audits activities and findings.- Stay-up to-date with changes in generally accepted auditing standards and generally accepted accounting principles.- Assist in the preparation of DCAS Real Estate Services’ Comptroller’s Directive One submission; and- Participate in the conduct of surveys and other research activities for audits, reviews or special projects as needed.- Generate various reports pertaining to audit findings and recoveries.Additional responsibilities:- Perform analyses of landlord and tenant financial records to verify the accuracy of data and information.- Develop and complete audit plans including the drafting of letters and reports that reflect audits activities and findings.- Assist in the preparation of DCAS Real Estate Services’ Comptroller’s Directive One submission; and- Participate in the conduct of surveys and other research activities for audits, reviews or special projects as needed.- Generate various reports pertaining to audit findings and recoveries.- Conduct complex and/or highly difficult detailed financial, operational and management audits including reviews of leases occupied by City agencies and/or statutory corporations funded in whole or in part by the City of New York.Flexible Work Update:This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between City and DC37.To Apply:Please go to or for current NYC employees and search for Job ID #.NO PHONE CALLS, FAXES OR PERSONAL INQUIRIES PERMITTED.NOTE: ONLY THOSE CANDIDATES UNDER CONSIDERATION WILL BE CONTACTED.ADMINISTRATIVE MANAGEMENT AUDI - CMinimum Qualifications1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in "1" above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.Preferred SkillsThe candidate should possess excellent academic credentials, and preferably at least 10 years or more of experience. Other preferred skills include the following: - Knowledgeable of the New York City real estate market. - Ability to communicate clearly in oral and written form and strong analytical, interpersonal communications and problem-solving skills. - Successful candidate should be detail oriented and accurate with details, and self-motivated with strong organizational skills. - Proficient computer skills, including advanced Microsoft Office. - Must be flexible adaptable to change and be a team player. - The successful candidate must be able to work independently, work well under pressure and manage tight timeframes. - Candidates will be asked to present a sampling of recent audit reports.55a ProgramThis position is also open to qualified persons with a disability who are eligible for the 55-a Program.
