I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 3 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Level Description
8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.
Job Description
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

These positions will perform highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Work involves analyzing system requirements and project deliverables for the Texas Management Information System (MIS) transition to WIC Electronic Benefit Transfer (EBT) system and making recommendations for strategic system improvements. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Troubleshoots system problems for WIC clinic staff and participants related to the participant portal, MIS and EBT systems. 8 Required Develop training curricula and conduct formal training sessions covering assigned systems modules in nutrition education, clinic services and or infant feeding related to the MIS system. 8 Required Consults on the analysis of issues around the MIS and EBT systems and helps implement solutions. 8 Required Analyzes user requirements from both state agency and local agency staff and communicates testing requirements, training, and feedback to business leads for enhancements to production. 8 Required Consults and escalates project decisions to the business lead for final decisions and approval of complex project deliverables. 8 Required Design, develop, coordinate and conducts test cases for User Acceptance Testing (UAT) that impacts the WIC MIS. 8 Required Reviews release notes and communication related material about for EBT benefit issuance, client portal and other enhancements. Provides feedback prior to implementation in production. 8 Required Proactively identifies potential project risks and provides strategies for mitigation to the business leads. 8 Required Reviews completed requirements, complex project deliverables, design document plans, and provides comments to vendor application partners for the transition to EBT benefit issuance. 8 Required Track progress to ensure project deliverables are completed on time. 8 Required Develop and complete test plans to validate solutions. 8 Required Provides quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and seek improvements in the advanced planning and business processes. 8 Required Provides guidance and explains processes to interested groups and team members. 8 Required Provides quality customer service by responding to all inquiries and requests promptly. 8 Required Reviews Sprint summary reports. 8 Required Monthly review of dual participation records in the WIC MIS. 1 Preferred Monthly review of dual participation records in the WIC MIS.
III. TERMS OF SERVICE
Services are expected to start 06/02/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 512 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 4616 W. Howard Lane Building 2, Suite 275, Austin, TX 78727. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE Services are expected to start on or around June 2, 2025 and are expected to completed by August 31, 2025. Total estimated hours per candidate shall not exceed 512 hours for FY25.
Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Position will be 1 day(Wednesdays) remote and 4 days on-site at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA OR SURROUNDING CITIES ONLY.
Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
