Telecommunications Utility Worker I

Essential Duties: 1. Install, maintain, inspect and repair of City Telecommunication fiber cable including but not limited to; assisting with boring for the installation of conduit, operating supporting equipment, location of conduit path, reading engineered plans and installing fiber cable, and basic fiber splicing. 2. Troubleshoot physical connectivity issues including but not limited to proofing conduit, locating fiber breaks, and discovering physical issues that can/will impair broadband operations. 3. Perform emergency repairs to the fiber optic network. 4. Perform fiber termination box installation on exterior of home or businesses and run exterior cables from to the equipment locations. 5. Operate various public works equipment including, but not limited to, non-CDL dump truck, loader, tractor backhoe, excavator, vacuum unit, power and riding mowers, jack hammer, chain saw, lance torch, high pressure cleaner, edger, blower, saw, a various hand tools, etc. Perform operator maintenance, such as conducting pre- and post-operation checks, maintaining proper fluid levels, changing parts, cleaning, etc. Adhere to and perform established maintenance schedules on vehicles and equipment, e.g. service, tune-ups, etc. 6. Maintain and organize tool room, supplies and stock. Ensure that all hand tools are accounted for and are placed in a safe and usable condition. Perform general inventory to account for all supplies, tools and equipment. Enter totals and reconcile in computer. Run related reports as necessary. 7. Conduct preventative maintenance or repair on variety of small engine equipment. Troubleshoot problems. 8. Respond to emergency situations as needed. 9. Maintain cooperative working relationships with City staff, other organizations and the general public. 10. Follow all safety rules and procedures for work areas. 11. Perform other duties as assigned. Auxiliary Duties: Provide assistance to other staff as workload and staffing levels dictate. Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility. Maintain work areas in a clean and orderly manner. Typical Qualifications Knowledge of: General knowledge of the proper operation and maintenance of vehicles, tools and equipment, practices, methods, hazards and safety precautions used in the maintenance and repair of City infrastructure. Knowledge of the installation of outside/inside plant telecommunications and fiber optic cable. Ability to: Interact effectively with the public and employees. Operate all required vehicles and equipment, such as forklift tractor/loader, brush chipper tractor/mower, truck with or without trailer; use a variety portable power tools; and use a variety of hand tools. Education and Experience: Typical education would include the equivalent to high school education, or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties. Special Requirements/Licenses: Possession of valid Driver’s License, Work Zone Traffic Safety Certifications, Current CPR/First Aid Card, Forklift Certification, Confined Space, Competent Person Certification. Desirable Qualifications: Previous experience in a municipal public works department or in construction trades or telecommunications. Class A Oregon Commercial Driver’s License is preferred. SUPPLEMENTAL INFORMATION: Physical Demands: While performing the duties of this position, the employee is frequently required to stand, sit, extensively walk while reading meters, bend, stoop, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Many duties are physically demanding requiring entry to confined spaces and occasionally moving materials weighing up to 100 pounds. Movement of materials weighing up to 75 pounds may consume up to 15% of the work period. Activity and types of duties performed require manual dexterity and coordination. Working Conditions: The majority of duties take place outside of buildings with exposure to all types of weather conditions and on a year-round basis, sewage, bio-hazards, traffic, dirt, oil, grease, fumes, noise and chemicals. May work around heavy equipment and machinery or in high locations. Entry to confined spaces is required on an infrequent basis. May require working on rotating shifts, weekends and holidays.
