***IMPORTANT NOTE: Only those currently serving as a permanent or probable permanent, i.e. probationary, Administrative Engineer will be considered. ***The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6, employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2, square mile watershed that extends miles north and west of the city.The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the city. This includes 14 wastewater resource recovery facilities (WRRFs), sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.Under the general direction, the selected candidate will serve as the Section Chief of Electrical Instrumentation Contracts of the Division of Facilities Maintenance Contracts in the Bureau of Wastewater Treatment (BWT).Responsibilities will include but not limited to1. Supervising Engineers of various disciplines & titles in the preparation and subsequent management and administration of Requirement-Type Expense Contracts. Assigns work and ensures deadlines are met. Oversees staff support of new, recently adapted, contracting methods in performing highly complex and critical maintenance and repair work. Responsible for allocating staff workload to support coordination, and the review of specification, submittal and schedules related to such projects.2. Responding to work requests from Bureau Facilities by issuing contract work orders to contractor by using various contracting means (OMO, Expense, etc.) in an appropriate manner. Directs Engineers and Assistant Engineers to fully notify all concerned parties on the status of high priority projects on a daily or semi-weekly basis. Oversees emergency requests so as to personally ensure that % of emergency work requests has been completed within reasonable time period. Assigns emergency work to an Engineer or Assistant Engineer within 24 hours and notifies all parties that they will be the point of contact until repair completion. Ensures that the staff keeps all parties abreast of the repair progress on daily basis.3. Training all Engineers and Assistant Engineers to prepare of specifications. Keeps updated lists of all projects and briefs the Division Chief on a weekly basis on their status. Clearly presents the staff’s status on contracts at monthly meetings. Keeps abreast of technical innovations in the section's engineering field. Recommends training and seminars of value to the section's staff to the Division Chief.4. Managing the staff's overtime budget to ensure that spending is within the budgetary guidelines, overtime caps are not exceeded, cap waiver requests are submitted only when warranted, and compensatory time (in lieu of paid overtime) is allowed only when duly justified.5. Compiling with newly revised codes and regulations that are applicable to the contract work of the Section. Monitors the usage and performance of critical equipment with the particular goal of preventing problems before failure and ensuring vulnerability issues are addressed in a timely manner. Ensure that the violations for the fire alarm system should be corrected and removed in a timely manner. 6. Demonstrating knowledge of and support for EEO standards and procedures.7. Promoting a workplace free from safety hazards, and ensure that employees adhere to, and comply with, environmental, health and safety (“EH&S”) laws, rules and regulations, and the policies, standards and procedures outlined in the DEP Employee Environmental, Health and Safety Handbook.ADMINISTRATIVE ENGINEER - Minimum Qualifications1. A valid New York State License as a Professional Engineer and six years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two years of which must have been in an executive, managerial, or administrative capacity.Preferred Skills1. Knowledge of NYC Procurement Rules & Regulations.2. Familiarity with contract and specification development. 3. Strong report writing and analytical abilities. 4.
