Temporary/Permanent: PermanentDuties and Responsibilities:The Assistant Athletics Director for Compliance and Eligibility assumes a critical role in ensuring operational compliance and advancing a culture of integrity of the University of Hawai‘i at Manoa (UHM) Athletics Division I Program. *Develops, implements, and maintains a comprehensive compliance program for all facets of the state's only Division I NCAA athletic program, ensuring institutional control and adherence to NCAA, affiliated conferences and University regulations.*Manages all day-to-day operations of the Athletics Compliance Office. Serves as the head of the compliance program, systematically reviewing and ensuring accuracy in all compliance areas (recruiting, eligibility, financial aid, awards and benefits, amateurism, personnel, playing and practice seasons, camps and clinics, etc.). *Reports directly to the Associate Athletics Director for Student-Athlete Services. Has a direct reporting line to the President to ensure institutional control and report NCAA violation concerns with regard to UHM Athletics Administration.*Acts as the primary UHM liaison to the NCAA and affiliated conferences for all compliance matters. Serves as liaison to coaches, athletics and university staff and student-athletes while providing guidance, education and interpretations regarding compliance and eligibility issues.*Creates, directs, manages and evaluates all documentation and prepares reports for initial and continuing academic eligibility for all student-athletes. Reviews transcripts, grades, credits earned, test scores and admissions status. Meets with the Certification Committee to certify eligibility. Oversees and tracks the distribution to Head Coaches, of official eligibility and clearance reports.*Serves as one of the final signing authorities along with the Faculty Athletics Representative and UHM Assistant Registrar to certify that student-athletes are eligible to participate.*Manages and processes all transfer eligibility requirements.*Evaluates and manages documentation to establish the amateurism status of all student-athletes, including monitoring employment and promotional activities.*Researches, prepares and files waivers.*Ensures that academic standards are met before student-athletes are cleared to compete in the next semester and notify appropriate parties of eligible and ineligible student-athletes.*Creates, organizes, and maintains the rules compliance system and provides extensive rules education to internal constituents (coaches, staff, student-athletes, Financial Aid, Admissions, Registrar) and external constituents (boosters and the interested public).*Serves as interpretive authority, provides rules clarifications and interpretations to department staff; monitors changes in NCAA/conference rules, and stays abreast of new NCAA legislation.*Monitors all aspects of recruiting and the recruiting process, including off-campus recruiting, official/unofficial visits, and coaches' activities.*Monitors and tracks Countable Athletically Related Activities (CARA) and ensures compliance with playing and practice season limitations.*Prepares and submits major NCAA reports, including the Academic Progress Rate (APR), Graduation Success Rate (GSR), and Sport Sponsorship/Demographic reports.*Clears student-athletes to receive athletics aid. *Monitors, processes and approves the complimentary admission process.*Establishes a comprehensive student-athlete and coach Name, Image, and Likeness (NIL) education plan consistent with evolving rules and standards. Coordinates and oversees the department's NIL and Revenue Sharing education and monitoring efforts. Reviews and approves SA NIL Go accounts. Submits team rosters to CAPS for roster declarations. Ensures department-wide compliance with all NCAA and conference-mandated reporting requirements.*Maintains all required compliance documentation and records*Reviews and monitors all institutional and noninstitutional camps and clinics to ensure compliance with NCAA regulations.*Investigates all alleged and reported rule violations to determine if a NCAA violation occurred and applies proper corrective action, self-reporting findings to the NCAA and member conferences and working with the UH Office of General Counsel for major violations.*Serves as the primary liaison for the NCAA mandated year-round drug testing program, manages the process and appeals for positive tests. *Trains and supervises Compliance Coordinators.*Maintains an environment that is welcoming to persons of all backgrounds, nationalities, and roles.*Maintains collaborative working relationships with administrators, staff & coaches in the department, other university offices, NCAA and Conference offices and appropriate relationships with members of the media, boosters and others interested in UHM Athletics.*Responsible for performing the duties of a Campus Security Authority as defined by University policy and federal law with regards to the Clery Act.*Maintains confidentiality to include but not limited to information, files and records that the incumbent may obtain or possess, in accordance with federal and state laws and University policies.*Knows, recognizes and complies with the laws, policies, rules and regulations governing the University of Hawai‘i and its employees, and the rules of the NCAA and affiliated conferences as now constituted or as may be amended in the future.*Responsible for institutional control by immediately advising the Athletic Director or designee if and/or when there are reasonable cause to believe violations, whether by employees, students, or others, have or will occur.Other duties as assigned* Denotes essential duties of the position.Minimum Qualifications:Possession of a baccalaureate degree in arts and science, business administration, sport/athletic administration, education or related field and five (5) year(s) of progressively responsible professional experience with responsibilities for NCAA Compliance, with at least a minimum of three (3) years at a NCAA Division I institution; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of NCAA Division I compliance.Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with compliance at a NCAA Division I institution.Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.Proficiency in using computer information systems, multimedia technology and with all NCAA applications, including Teamworks, ARMS, Influencer, Compliance Assistant 2.0, CAPS, NIL Go, etc.Demonstrated advance and comprehensive knowledge and understanding of and expertise in NCAA rules in the areas of eligibility, amateurism, financial aid and recruiting, playing and practice seasons.Demonstrated commitment to fostering a cross-cultural learning and working environment with a diverse student population and non-athletic constituents.Demonstrated commitment to integrity and student-athlete success.Significant attention to details, excellent organization and time management skills.Demonstrated ability to handle sensitive and confidential information with a high level of tact, discretion and diplomacy.Demonstrated ability to educate and interact with coaches, student-athletes, university community and the general public.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to work successfully in a fast-paced environment under critical deadlines and multi-task.Demonstrated ability to work in a high pressure situations and collaborate with coaches, campus colleagues and external constituents.Demonstrated ability to establish and maintain collaborative working relationships with UH administrators and athletic coaches, other university departments, parents, student-athletes, and appropriate individuals relating to this position.Ability to work a flexible schedule depending on programmatic needs. Work includes weekends, evenings, holidays, and the requirement to attend sporting events.Significant experience in working with NCAA Bylaws.Ability to provide excellent customer service.Desirable Qualifications Juris Doctor or Master’s Degree in athletics administration, sports management, educational administration, business or related field.Ability to understand and work effectively in Hawai‘i’s multi-cultural society.
