Personnel Security Specialist

Job Description: Commensurate with the position of Security Specialist within the Industrial Security discipline. Incumbent is responsible for leading a team of three security professionals. They are responsible for managing and directing all SAP security related Personnel Security requirements within the L3Harris Space and Airborne Systems (S&AS) Space Systems Business Unit. As the on-site security professional, the security specialists’ responsibilities include management and execution of all personnel security requirements within the DoD Special Access Program (SAP) environment. The security specialist implements all requisite national security directives with specific emphasis on NISPOM, Intelligence Community Directives (ICDs), SAP directives and other governing directives, as applicable. Exhibits the dedication and expectation of excellence required of a security professional while working and making decisions with moderate supervision. The security specialist works as a team player, exhibits flexibility, sets priorities, and manages customer expectations in a sometimes fast-paced environment. The security specialist interacts with internal and external customers or Government security officials in performance of security duties. The incumbent is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris’ intellectual property. Incumbent will be considered a Subject Matter Expert (SME) within SAP PERSEC and will lead/train new/junior members of the SAP PERSEC team. In addition, the incumbent will be accountable for the badging process into classified areas, Media Custodian, and ensure the day-to-day operations of classified areas which encompasses open/close, escorting, maintaining paperwork for accreditation. Essential Functions:Responsible for the overall execution of SAP PERSEC tasksReview and verify personnel security clearances and SAP accesses through queries to government security databases and systemsConduct SAP nomination process (SAPNP ) and Personnel Security Questionnaire (PSQ) reviews of candidates being submitted for SAP accessGenerate Program Access Request (PAR) packages; ensure all required information is included including currency of information, completeness of forms, and inclusion of required signatures. Generate Program Indoctrination Agreements (PIA), provide briefer/debriefer, and/or execute briefs/debriefsProficient in personnel security databases that are utilized by both the DoD and IC (i.e.DISS, JADE, Scattered Castles)Manage and generate reports from internal personnel security databases (i.e.SIMS)Generates/maintains monthly personnel security metrics chartsMaintain security documentation and files in accordance with applicable requirementsSubject matter expert in SAP PERSEC, provides training to peersOccasionally assist with classified courier/visitor escorting and document destruction dutiesMust be proficient in Microsoft Office products to efficiently support the program security teamMust have excellent organizational skills with a high degree of accuracyVerbal and written communication skills are essentialPrepare and maintain continuity books and procedures for multiple security functionsMust possess excellent people skills and the ability to perform in high stress environmentsAssist Program Security Officers with generating and presenting program security related material as neededCommunicate with Government agencies on a continuous basis to obtain approvals and maintain compliance with applicable regulationsQualifications: Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience.
