JOB DESCRIPTION:Division/Program Summary Description: The Bureau of Mental Health’s (BMH) mission is to improve mental health and wellness for people in New York City, and to eliminate racial and other long-standing societal disparities by providing services, resources, and opportunities to New Yorkers that are grounded in accurate, data-driven information that fosters community participation, thus reducing the stigma around mental health. The Office of Program Innovation and Quality Improvement (IQI) plays a critical role in driving program development, continuous improvement, and strategic planning across the Bureau’s mental health initiatives. IQI supports innovation by using data to inform and enhance program design, implementation, and outcomes. The office leads efforts to advance accountability, transparency, and performance, while also identifying opportunities for system-wide improvement. Core responsibilities include collaborating with bureau offices to assist in monitoring compliance with bureau policies and program standards, validating program data, and monitoring and developing key performance indicators (KPIs) to evaluate program effectiveness. Additionally, IQI serves as a central hub for engaging with advocacy organizations and other stakeholders, and for coordinating bureau-wide planning efforts that align with emerging needs, equity goals, and evidence-based practices. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: - Support program offices in interpreting and adhering to established policies and procedures, ensuring consistent application and alignment with bureau-wide best practices- Monitor adherence to site visit policies by routinely reviewing submitted reports. Analyze findings and provide actionable feedback to the Executive Director of Mental Health Programs and Office Directors, highlighting areas for improvement and ensuring follow-up as needed.- Generate periodic reports to track the status of current Corrective Action Plans (CAPs), identify trends across provider agencies, and support program offices in preparing CAP-related summaries. Promote consistency and accountability in the implementation and resolution of CAPs across the bureau.- Track and review KPI progress across all program offices. Collaborate with offices to identify positive trends and recommend modifications when necessary. Provide ongoing support through regular quarterly meetings and reports.- Conduct periodic site visits to programs for data validation and reconciliation, ensuring data accuracy.- Support the development, updating, and implementation of program guidelines in line with policy changes and program needs. Collaborate with program offices to monitor trends and provide technical assistance to improve programmatic oversight.- Collaborate with DOHMH call center and triage complaint unit to monitor trends.- Oversee the annual completion of the Food Standards Survey in collaboration with ORE and relevant offices. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
