Job Summary
This Transportation Engineer position will be part of the traffic operations and analysis team within the Traffic Signals & Engineering Division (TSED) of the Traffic Safety Administration at the District Department of Transportation (DDOT). This role involves working with a rapidly growing team of professionals dedicated to transforming the Nation's Capital's transportation landscape. Proficiency in transportation modeling software, such as Synchro and VISSIM, and experience with travel demand modeling is highly desirable.
As a key member of the TSED team, this position will contribute to advancing bus priority projects, developing protected bicycle facilities, implementing Vision Zero enhancements, and managing complex multimodal traffic signal operations. The efforts will have an immediate impact on the safety and mobility of our transportation network, helping to achieve DC's Vision Zero and MoveDC goals.
Duties and Responsibilities
Analyzes data on traffic operations, pedestrian planning and design, transportation system management, safety enforcement and transit & traffic operational requirements. Assesses the operational effectiveness of the transportation system relative to capacity, design, level of service and safety. Provides expert advice and guidance when technical interpretation, opinion, or decisions are solicited. Provides consultations which involve the assessment of engineering design, modification, evaluations, specifications, construction or production, maintenance, improvements, repair, logistics support, operational capabilities and limitations, systems safety, or personnel training. Reviews, analyzes and provides technical comments on design plans submitted by private consultants and other DDOT administrations for conformance with District standards. Performs advanced professional transportation engineering assignments, individually or as a team leader, investigating and analyzing street traffic conditions to determine the need for traffic control measures (including traffic engineering studies, warrant analysis, sign maintenance requests, traffic impact studies, traffic calming, parking signs, studies, and regulation, residential permit parking, work zone safety, maintenance of traffic plan reviews, traffic control plans (TCP) approval/inspection, and special event traffic control); reviews street improvement plans to determine the need for traffic control devices; prepare plans, specifications and estimates for installation of traffic signal systems and channelization; prepares planning, design, and research studies to look at existing and proposed traffic control measures and methodologies.
Analyzes and recommends solutions to traffic problems as identified by Advisory Neighborhood Commissions (ANC), community groups, technical staff and elected officials. Develops scopes of work for consultant studies designed to improve transportation systems and safety. Prepares technical research for publication, position papers, reports, and policies on issues intended to increase the operational efficiency and safety of the city's transportation system. Coordinates with other division personnel , safety, engineering and planning; District and regional agencies, to ensure mutual commitment in basic policy regarding land use and transportation system compatibility. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work. Keeps current on relevant software applications. Attends meeting, seminars and conferences relating to transportation engineering. Interacts on a regular basis with citizens, ANCs, Council members, and other government agencies, and attends meetings as required. Provides highly skilled engineering services which frequently serve the basis of resolution for citizen, staff and elected official concerns.
Qualifications and Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Licenses and Certifications
The incumbent must possess and maintain a valid driver's permit to operate motor vehicles.
A Professional Engineer (PE) license is required.
A Professional Traffic Operations Engineer (PTOE) license is preferred.
Work Environment
The work area is usually an office setting which is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts requiring normal safety precautions.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, , snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.
Incumbent must possess and maintain a valid motor vehicle operator's permit.
