NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Program Operations Specialist Trainee 1: A bachelor's degree in a human services field.

Program Operations Specialist Trainee 2: A bachelor's degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. This experience must have included information gathering and analysis.

Program Operations Specialist 1: A bachelor's degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring, or evaluating a provision of services for people with developmental disabilities OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. This experience must have included information gathering and analysis.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 1. If you have less than one year, you must be currently reachable on the eligible list.

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B/C QUALIFICATIONS:

• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

• Have a current Eligibility Letter from the NYS Department of Civil Service, /rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description
• Provide real-time oversight of the critical function of incident management on a statewide basis. Ensure appropriate information is provided for each initial report of serious reportable incidents, allegations of abuse and all deaths. This includes ensuring adequate protective measures for the individuals are taken, that the incidents are classified correctly, and a thorough description of each incident has been received, and that required notifications to entities such as law enforcement are completed as appropriate.

• Generate Critical and Significant Event reports based on established criteria, on an ongoing basis.

• Work in conjunction with the Office of Investigations and Internal Affairs (OIIA) and the Office of Employee Relations, as well as the Statewide Committee on Incident Review (SCIR) and local Incident Review Committees, to ensure a strong, coordinated approach is taken in response to any abuse allegations or other serious incidents that may occur within voluntary agency and state-operated services.

• Provide Division of Quality Improvement (DQI) staff (to include Bureau of Program Certification (BPC) and Continuous Quality Improvement (CQI)) with pertinent information for monitoring and evaluation and alert BPC staff to significant untoward events for immediate follow up, as needed.

• Provide technical assistance to providers on the use of the Incident Report and Management Application (IRMA).

• Review corrective action plans. Follow up with providers on required information and review responses from providers to corrective action plan requests. Enter appropriate related information into IRMA and/or the New York State Justice Center (NYJC) Vulnerable Person's Central Register (VPCR). Complete all follow up as necessary.

• Review completed investigations and supporting documentation submitted by provider agencies, and as necessary, request additional work be completed on the investigation, and/or request additional supporting evidence, and documentation. Enter appropriate related information into IRMA and/or the NYJC VPCR. Complete all follow up as necessary.

• Act as liaison, should the Justice Center request additional information for corrective action plans and / or investigative work, or have questions for the investigating agency.

• Review and complete agency submitted applications on behalf of the Mental Hygiene Law (MHL) background check application system and on behalf of the Statewide Central Register Database Check system; supervise Grade 13 staff working within these systems.

• Participate and contribute to various local and statewide committees, workgroups and meetings focused on OPWDD's incident processes and initiatives, including mortality review.

• Respond to telephone and email inquiries from the Justice Center, voluntary and state operated agencies, and Incident Management colleagues and supervisors.

• Assist in the development of appropriate and standardized trend analysis reports for the Commissioner's and Leadership Team's review, as well as specific trend reports that will be required to be completed on an annual basis by all providers of service in accordance with Part 624 regulations.

• Review and analyze IRMA data to identify significant trends to ensure they are responded to appropriately to improve the quality of services to individuals served.

• Provide ongoing training, technical assistance and direction to both state operated and voluntary provider agencies in all areas of incident management.

• Respond to inquiries relative to incident management as appropriate.

• Develop an understanding of the Part 624 (14 NYCRR Part 624) handbook, commentary and FAQs and provide advice and direction as appropriate.

• Maintain an understanding of the PPSNA (Protection of People with Special Needs Act).

• Maintain a proficiency for the use of all MICROSOFT Office Suite applications.

• Learn and maintain a proficiency for the use of all OPWDD and NYJC databases and all systems used in the Incident Management Unit (IMU).

• Learn and maintain a proficiency for the use of all IMU processes, including administrative processes.

• Complete all other tasks relative to incident management as assigned.
