This is a full time position with a salary range of $71,715 to $80,680 including full benefits.  This position is responsible for attending both on-site and off-site meetings, including some evening sessions, to liaise with neighborhood groups, community organizations, and external agencies. The Liaison works closely with the Finance Department to aid with budgeting, budget compliance, and financial reporting. OFFICE OF THE CITY MANAGER  

MUNICIPAL OPERATIONS & COMMUNITY LIAISON  

 

CHARACTERISTICS OF THE POSITION:  The Municipal Operations and Community Liaison serves as a strategic partner to the City Manager, driving operational efficiencies, quality improvements, and cost-savings initiatives for the city. This position is responsible for attending both on-site and off-site meetings, including some evening sessions, to liaise with neighborhood groups, community organizations, and external agencies. The Liaison works closely with the Finance Department to aid with budgeting, budget compliance, and financial reporting. Key duties include leading process improvement projects, coordinating risk analysis and resolutions, providing technical solutions, and facilitating communication between the city and its diverse stakeholders.

 

ESSENTIAL FUNCTIONS:

 

  • Analyze municipal operations and identify opportunities for process improvements, cost savings, and enhanced efficiency;

  • Collaborate with the Finance Department to streamline budgeting, budget compliance, and financial reporting processes;

  • Lead cross-functional teams to implement innovative solutions and drive operational excellence;

  • Conduct risk assessments, coordinate resolutions, and execute internal process audits;

  • Provide technical expertise and data-driven recommendations to the City Manager and Department Heads;

  • Attend and facilitate meetings with neighborhood groups, community organizations, and external agencies to represent the city and gather feedback;

  • Develop and maintain strong relationships with diverse community stakeholders and partner organizations;

  • Serve as a liaison between the city and external agencies/partners to ensure compliance and effective coordination;

  • Contribute to the development and oversight of training programs to build organizational capabilities and foster a culture of continuous improvement;

  • Responsible for conducting research at the direction of the City Manager;

  • Appears for work and completes assigned tasks within a reasonable period of time;

  • Works in a safe manner observing all safety rules and poses no significant risk to the health and safety of others.

 

ADDITIONAL JOB DUTIES:

 

  • Performs additional duties as required. 

 

DESIRABLE TRAINING AND EXPERIENCE:

 

  • Strong written and verbal communication skills;

  • Ability to work collaboratively with diverse stakeholders;

  • Familiarity with municipal budgeting, finance, and compliance requirements;

  • Applied expertise to innovate and implement cost-effective strategies for improving quality output;

  • Led process initiatives to ensure compliance with regulatory requirements and standards;

  • Conducted risk analysis, coordinated resolutions, and executed process audits;

  • Provided technical solutions and actively contributed to cost improvement analysis.

 

PREFERRED QUALIFICATIONS: 

 

  • Bachelor's degree in Public Administration, Business, Engineering, or a related field;

  • Minimum of 2+ years of experience in a management, operations, or community engagement role;

  • Proven track record of successful process improvement, cost-saving, and community engagement initiatives;

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Working knowledge of city government operations, procedures, and policies;

  • Experience serving as a liaison between municipal departments, community groups, and external agencies;

  • Managed various facets of quality control, including audits, continuous improvement, and problem-solving.

  • Ability to communicate effectively, orally and in writing with developers, architects, contractors, financial institutions and the general public. 

 

NECESSARY SPECIAL REQUIREMENTS:

 

  • Must be bondable;

  • Must possess valid driver's license and reliable transportation.

 

ESSENTIAL PHYSICAL AND ENVIRONMENTAL DEMANDS:

 

  • Standard office environment with frequent local travel to meeting sites;

  • Regular evening meetings required (approximately 2-4 per month);

  • Ability to communicate effectively and prepare reports requiring writing, reading, mental reasoning and interpretation;

  • Ability to operate modern equipment using hands and fingers.

  • Ability to lift up to 50 pounds as required;

  • Work is typically performed in an office setting at a desk or table with intermittent standing or stooping;

  • Outdoor work is required in the inspection of various land use developments and construction sites.
