Job DescriptionJob DescriptionRTI Consulting, LLC is offering a unique opportunity for a Budget/Finance Analyst to work on a prestigious PRIME contract in Springfield, VA.  This position requires an active TS/SCI clearance and candidates must be willing to take a CI after starting on contract. 

 Skills and Experience: Required: ·       Bachelor’s degree in a business related field such as Business, Finance, Accounting, or Economics, or equivalent work experience in a comparable field (budget analyst, resource analyst, accountant, financial analyst, or a financial auditor).·       Demonstrated 8 years of specialized experience in U.S. Intelligence Funding Programs.(NIP or MIP)·         business-related field such as Business, Finance, Accounting, or Economics, or equivalent work experience in a comparable field (budget analyst, resource analyst, accountant, financial analyst, or  Be very familiar with CONOPS, MOAs, MOUs, technical documents, and Congressional documents and be able to create, review, suggest any changes, and manage coordination and taskers from draft to final.·       Know the IC Budget and Financial processes in order to understand and be able to review and suggest any changes as appropriate. Desired:·       Demonstrated experience with DoD or other Government Agency key budget execution processes including: funds control, fund transfers, travel orders, and credit card purchases.·       Demonstrated experience with fund execution policies for principal DoD and IC appropriations.·       Demonstrated understanding of all phases of the PPBE process to include Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes.·       Demonstrated experience with DoD and IC programs and budgets.  Overall Assignment Description:   Serves as a member of team that:
  • Supports the Financial Management Resource Office (FMR).
  • Assists the government with financial management operations.
  • Assists the government with budget analysis.
  • Supports the Government in monitoring and coordinating program resource allocations.
  • Supports government representatives at meetings.
  • Supports cohesive agency-wide program development.
  • Assists with resource management oversight.
