GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Utilities Section Supervisor in Cheyenne, Wyoming. As a Utilities Section Supervisor, you will be responsible for performing various duties, under limited supervision, to provide a safe, high-quality, and efficient transportation system.

Supervises the Project Development Utilities Section by managing critical activities related to utilities that are impacted by department functions essential to the development of contract designs for bid lettings and maintenance of highways to improve the safety of the state transportation system.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Administers and directs all utility coordination for the department
  • Sets the direction and prioritizes communications and coordination with utility companies including the relocation of utilities impacted by highway projects, and obtainment of utility services for highway facilities and other department needs including WYOLink
  • Manages the department's utility database for facilities authorized to encroach department rights-of-way
  • Intervenes/investigates conflicts between the department and utility companies
  • Oversees and guides the development and enforcement of the department's utility accommodation regulations, and administers the Utility Relocation Assistance program per Wyoming §24-13
  • Works with the State Broadband Advisory Council, broadband companies, and other state/local officials to support efficient broadband development statewide
  • Meets frequently with representatives of public/private utility companies
  • Under consultation with the State Attorney General's Office and utility company attorneys, develop contract documents related to utility relocations and utility encroachments within the highway rights-of-way which must meet state and federal laws, rules, and regulations
  • Researches statistical data, state and federal rules & regulations, federal and state legislative actions, and utility industry information for changes affecting the department for all operations regarding utilities
  • Supervise and train Utilities Section personnel
  • Oversight of utility relocation agreement billing reviews and invoice payments
  • Oversight of a consultant contract for the department's online utility permitting application
  • Conducts meetings and addresses seminars for public and private organizations as department's representative to explain the department's position on utility rules/regulations and procedures
  • Confers with other levels of government, other agencies, and other states concerning joint actions or in exchange for vital or useful information

KNOWLEDGE:

  • Knowledge of highway engineering design standards and policies
  • Principles, concepts, and current practices of government management including budget development and control, personnel management, and administrative prerogatives and responsibilities
  • Knowledge of highway right-of-ways and contract laws; highway construction and maintenance methods; utility construction methods and standards
  • Knowledge of accounting and audit practices and procedures
  • Knowledge of project management and methodologies
  • Skills in administration, supervision and work management, interpersonal communications, conflict resolution, implementation of management methods and techniques, negotiations, and decision-making
  • Skills in writing, evaluation, interpretation, application, and enforcement of federal, state, and local laws, regulations, policies, and codes related to the utility industry including construction proposals and contract billings
  • Skills in time management and multi-tasking; public speaking, telephone skills; technical, legal and creative writing
  • Ability to work under pressure with multiple work tasks
  • Use good judgment in decision-making, analyzing complex situations, and assessing the overall impact of action alternatives
  • Ability to evaluate and allocate resources to establish priorities and accomplish goals and objectives
  • Ability to communicate with elected officials, department and corporate leaders, department highway construction and maintenance staff, and field personnel
  • Ability to resolve conflicts and differences of opinions
  • Ability to interpret technical drawings

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III

    • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
