The Acquisition Services Management Division (ASM) is seeking a highly motivated Procurement Specialist 2 for the ASM Weapons (ASM-W) Group to support important national security missions at LANL. Our primary core functions support all LANL procurement activities and include groups dedicated to defense protection, information technology, and facilities and operations.
The Procurement Specialist 2 will report to the ASM-W Group Leader and will have the responsibility, authority, and accountability to execute work that supports program milestones and deliverables while setting the standards for professional behavior and operational effectiveness. The Procurement Specialist 2 is a developing professional typically possessing a full understanding of one or more specialized areas of simplified acquisition procurements (e.g., specialized materials, equipment, services, construction, etc.), plus a working knowledge of larger, more complex negotiated procurements and other fields related to procurement (e.g., project management, finance, quality, property, etc.). The Procurement Specialist 2 is responsible for implementing compliant solicitation, award, administration, and closeout actions for simplified to complex acquisitions within established policies and procedures.
Key Responsibilities include but are not limited to:
- Provides functional and operational direction to reporting procurement support and/or Level 1 employees, if assigned.
- Analyzes subcontract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and LANL procurement policies and procedures and communicates results to stakeholders and subordinates.
- Responsible for routine fixed price and cost reimbursable subcontract formation and management, including soliciting, negotiating, and administering for specialized materials, equipment, and services.
- Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes.
What You Need
Minimum Job Requirements:
Leadership: Demonstrated record of successfully participating with integrated project teams (IPTs) through the requirements development, solicitation, proposal evaluation, and subcontract award, administration, and closeout phases of the acquisition process. Demonstrated ability to assist others; to include team building, explaining requirements, and encouraging others while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.
Knowledge and Expertise: Demonstrated experience in the formation, award, and administration of routine, up to $10M fixed price and cost reimbursable subcontract, including preparing, reviewing, soliciting, negotiating, administering, and enforcing subcontracts for materials, equipment, and services. Demonstrated basic knowledge of how the Small Business Act and Small Business Investment Act (i.e., Public Law 95-507) may influence an acquisition strategy. Demonstrated basic knowledge of contracting and subcontracting concepts, the Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable international contract law.
Accountability: Demonstrated experience working with confidential or proprietary information, classified documents or sensitive information. Demonstrated ability to exercise procurement/signature authority on behalf of an organization for up to $250,000.
Communication: Demonstrated ability to collaborate actively as a member of IPTs to provide relevant procurement expertise for developing acquisition strategies, project-specific acquisition plans, statements of work, proposal evaluation factors, negotiation plans, and ensure subcontract compliance. Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of LANL stakeholders, subcontractors, and suppliers.
Education/Experience: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 3 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted government contracting officer or contract specialist.
Current or recent acquisition and procurement experience supporting facilities, operations, or defense programs.
Completion of an accredited acquisition, procurement, or purchasing certification program, such as those offered by:
- National Contact Management Association (NCMA);
- Institute for Supply Chain Management (ISM);
- Chartered Institute for Procurement & Supply (CIPS).
Active DOE "Q" clearance.
Experience working with SAP Ariba.
Work Environment:
Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2 hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
