The Engineering Division of the Public Works Department is seeking a GIS Technician to join the development review and water resources group. This is a new position supporting the entire division, which also includes the capital group. Collectively, the division manages or monitors the water, sanitary sewer, surface water, stormwater, road, and non-motorized transportation networks throughout our jurisdiction. The City maintains a GIS-based representation of those networks accessible to both staff and the public and requires a dedicated technician to maintain, update and expand our electronic mapping capabilities and associated databases.
The ideal candidate:
- Has experience in creating and maintaining GIS mapping products and their associated databases;
- Has experience in using construction drawings and/or field data to identify and map utility infrastructure, specifically water, sanitary sewer, surface water, storm water and street utilities and facilities;
- Is comfortable communicating with various stakeholders, supporting individual projects and the team as a whole;
- Is willing to be flexible in their daily tasks.
The GIS Technician works independently with moderate supervision to provide Geographic Information System (GIS) support to Public Works programs, including utilities and services for surface and storm water, drinking water, sanitary sewer, streets, and facilities. Work primarily involves updating and maintaining electronic maps and their associated datasets in GIS databases. This position works closely with IT staff on activities related to the development and maintenance of the City's GIS, to include establishing and documenting data gathering and data management standards for quality assurance.

Minimum Responsibilities:
- Analyzes, organizes, and updates mapped asset data in support of Public Works programs including but not limited to surface and storm water, drinking water, sanitary sewer, streets, facilities and the development and implementation of compliance activities to meet regulatory mapping requirements under the NPDES Phase II Municipal Stormwater permit.
- Supports asset management best practices that are aligned with GIS.
- Assists in the design, development, and implementation of infrastructure asset data management, including the development of concepts, procedures, guidelines, analytical methods, business methods, decision making systems, and data collection methods.
- Provides quality assurance and control of data; research, review, verify, and correct accuracy and completeness of Public Works’ utilities and services GIS databases.
- Develops, implements, upholds, and documents mapping standards.
- Collaborates with co-workers within Public Works and from other departments to ensure consistency and shared understanding of principles and practices related to GIS databases.
- Develops and provides technical and non-technical training and guidance concerning mapping and asset management.
- Safely operates a vehicle to and from offsite facilities, inspection locations, or other locations necessary to perform assigned work.
- Maintains timely and regular attendance.
- Other duties as assigned.
Graduation from high school or equivalent, with two years of college or technical school coursework in geography, engineering, earth sciences, or a related field with specific GIS technology training using ArcGIS software; OR any combination of experience, education and training that would provide the level of knowledge and ability required.
Knowledge of:
- GIS and Global Positional System (GPS) programs, equipment and system processes, including Python, SQL/VBScript and other developing scripting languages.
- Asset management policies and procedures.
- Database management policies, principles, and best practices.
- Public Works streets and utility infrastructure.
- Relevant local, state, and federal regulations.
- City organization, operations, policies and procedures.
- Become familiar and keep current with asset management concepts, principles, and practices.
- Collect field data using mapping or survey grade GPS instrumentation and related GIS software, to identify and map infrastructure, specifically surface and storm water, water, sanitary sewer, street utilities and facilities.
- Read and understand maps, construction drawings and plans, blueprints, schematics, plat maps, easements, deeds, field notes, etc.
- Import record drawing CAD files into GIS.
- Plan, prioritize and complete work on time.
- Collect and analyze technical information and develop logical solutions or alternatives to problems.
- Support and model the identified vision, values and behaviors of the organization.
- Establish and maintain effective working relationships.
- Use initiative and independent judgment within established procedural guidelines.
- Operate a personal computer utilizing a variety of standard and specialist software, including ArcGIS and AutoCAD.
- Communicate effectively both orally and in writing.
License and Certification Requirements
- Valid Washington State driver’s license is required.
- Successful completion of a pre-employment background check is required.
Telecommuting/Residence
Some positions, including the GIS Technician, are eligible for a hybrid schedule (in-office and telecommuting), depending on the operational needs of the organization and department. Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.
Working Conditions
The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position frequently requires outdoor work in all types of weather, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours may be required.
Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 30 pounds.
Additional Salary Details
The salary range for this position is $6246-$7836 per month. The hiring range is $6246-$6994 per month. Step increases are attained annually based on satisfactory performance.
