Pasco’s Public Works Division Managers provide oversight, supervision, and management of the various functions of public works operations including water, irrigation, sanitary sewer, industrial wastewater, streets, stormwater, and fleet.
The successful candidate for this advertisement will oversee the operations and management of the municipality’s wastewater treatment facilities and sewer collection systems along with the PWRF (Process Water Reuse Facility). This role ensures the efficient, safe, and compliant operation of sewer infrastructure, focusing on maintaining high levels of service quality, environmental safety, and public health. The position involves managing staff, developing strategic initiatives, ensuring regulatory compliance, and coordinating with stakeholders to optimize performance of Pasco’s wastewater systems.

Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:
- Manage and coordinate the activities of staff by planning and organizing workloads and assignments (including emergency callouts), conduct performance evaluations, monitor and resolve grievances and other personnel matters to ensure effective delivery of services by the assigned Public Works Division.
- Coach, mentor, lead and develop subordinate staff. Develop goals and objectives for assigned divisions. Ensure that technical, operational, project management and safety training is provided to assigned staff.
- Implement the Public Works mission, City and department/division policies, procedures and performance standards.
- Investigate and troubleshoot operational and safety system failures and problems to identify and resolve problems and issues. Direct the repair and maintenance process of assigned divisions to ensure the work is completed and service restored as efficiently as possible. Manage assigned divisions to ensure work is performed according to established safety standards and federal, state and city regulations; including regular maintenance and repair of systems and equipment, and operation of systems.
- Prepare a variety of manuals for operation and maintenance of assigned divisions to ensure procedures are followed and results produced are in compliance with recommended manufacturers' practices and local, state and federal health and safety regulations and standards.
- Prepare and administer assigned divisions budgets based on staffing and resource requirements, cost estimates, objectives and goals. C.I.P initial project list development.
- Research and analyze sources to provide the best quality products/services. Review and analyze existing practices and procedures to recommend improvements and changes.
- Develop, implement and review repair, maintenance and replacement programs for assigned divisions. Review maintenance records; make recommendations to the Superintendent concerning preventative maintenance schedules and specifications and standards for new construction.
- Coordinate work with outside contractors and monitor progress and work completion. Work with consultants, as assigned, on the design and modification to facilities and equipment by providing information, specifications and plans to ensure compliance with plans and standards.
- Prepare plans and procedures to respond to weather and/or emergency related events that may impact City facilities, systems and services per assigned divisions.
- Subject to call-back during emergencies on a 24-hour basis.
OTHER JOB FUNCTIONS:
- Work collaboratively with the Operations Manager to meet the goals and objectives of the Department.
- Coordinate with the Engineering Division to identify problems and concerns with assigned division. Implement corrections and additions to Capital Projects.
- Assure compliance with federal and state regulations and tracking proposed regulations.
- Communicate and coordinate with City staff and governmental agencies on issues related to environmental quality, testing standards, government standards, violations and resolutions of problems to ensure all facilities/systems and procedures protect the health of citizens and the environment.
- Direct the resolution of inquiries, complaints, problems or emergencies affecting the availability or quality of services.
- Perform other related duties as assigned.
EDUCATION AND EXPERIENCE: Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.
- College level courses applicable to the job responsibilities.
- Four (4) years of experience at a supervisory level.
- High level of knowledge of applicable division responsibilities (e.g., wastewater, water, streets, equipment rental, etc.).
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS: Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.
- Valid Washington State driver's license.
- Preferred for Sewer Collections & Wastewater Treatment Divisions: Washington State Wastewater Treatment Plant Operator 4 license.
- Required for Water Distribution, Cross-Connection and Water Treatment Divisions: Washington State Water Distribution Manager Level 4 Certificate or Washington State Water Treatment Plant Operator 4, Cross-Connection Specialist Certificate, WA Asbestos Supervisor Certificate and Trenching & Shoring Competent Person Certificate.
- Preferred for Equipment Rental Division: Applicable Automotive Service Excellence (ASE) Certifications.
- Required for Storm Water: Erosion Control Certification and knowledge of NPDES regulations.
- Required for Streets: Pavement Management and IMSA Certification.
- Other licenses/certifications may be required dependent on assigned division, needs of the organization and/or other requirements (e.g., First Aid/CPR, Flagging and Traffic Control, APWA Management Certification, etc.).
ENVIRONMENT: Work performed outside in variable and a variety of conditions, including weather.
PHYSICAL: Requires the ability to negotiate the entry and exit of confined spaces to evaluate work performed.
HAZARDS: Hazardous risks include chemicals, fumes, mechanical and electrical systems.
