SUMMARY
The main purpose of the position is to coordinate all activities required to direct and control asphalt production quality. This position will review product quality requirements for individual clients and projects, ensure those requirements are understood and implemented, to manage the quality of asphalt to meet the requirements of the contract/project specifications, coordinates and controls the day-to-day operations of inspection personnel, and ensure a safe, secure, and efficient working environment. The HMA Quality Control Manager will understand our company values, Family, Excellence and Human Potential and will exemplify them each day.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop, administer, and manage HMA mix designs adjusting and modifying mix designs to ensure compliance across construction divisions.
- Manage the process of designing, organizing, and implementing a Quality Control Plan for the Company and assess the implementation of the Quality Control Plan on job sites.
- Maintain up to date knowledge of all governing specifications for volumetrics and densities for primarily DOT’s in the state of Iowa.
- Work with the Plant Managers to lead and develop the Quality Control Technicians and direct day to day activities and set goals as they perform asphalt testing and analysis at asphalt plants and jobsites.
- Works with Quality Control and Assurance Department to improve production efficiencies while meeting customer needs and requirements in a sustainable manner.
- Work with Project Manager or Division Leader to shut down jobs when out of compliance. Negotiate with State DOT to come up with resolutions on issues.
- Trouble-shoot existing pavement issues.
- Record, analyze and distribute statistical information.
- Submit daily production reports utilizing appropriate software.
- Quality oversight including managing lab equipment, ensuring people/equipment certifications are up to date, calibrations, inventory management (mostly aggregate). Arrange for service, repair, and calibration of laboratory and field-testing equipment across the construction division in a timely basis.
- Communicate effectively and efficiently with agencies, plant, and site personnel.
- Supervise the Quality Control functions/activities of a project or its parts.
- Support Division Leader, Project Managers, and field staff with all quality and technical matters.
- Supervise inspections, reports and the documentation issued by inspectors.
- Evaluate the qualifications of inspection personnel.
- Supervise and control all Quality Control Records internally and for contracting authorities.
- Support all the internal/external project audits.
- Coordinate the relevant tracking systems for correct identification of materials.
- Drive accountability.
- Work with operating team to establish testing procedures and standards across construction divisions.
- Act as a catalyst for change and improvement in performance and quality.
- Communicate with Vice President of Construction on Quality, Personnel, Testing or Material matters.
- Availability and willingness to work flexible hours including nights and weekends to meet customer needs.
- Educates, trains, and serves as a resource for customers, the industry, and the company to provide product development, regulatory and research guidance, promote industry growth while increasing market share and profitability.

Education and Experience
- High school diploma or general education degree (GED).
- Minimum three years’ experience with HMA paving required.
- High level of understanding HMA mix designs required.
- High level of HMA mix problem solving required.
- Prior supervisory experience required.
- Prior experience with asphalt lab equipment.
- Familiarity with quality control software or data management software.
- Proficient in Microsoft Office Suite and other software packages relevant to the position.
- Strong organizational skills with focus on prioritization of workload.
- Must be detailed oriented, self-motivated, and dependable.
- Conflict resolution skills, negotiation, and problem-solving skills.
- Valid driver's license with good driving record.
Language Skills
- Ability to read and interpret documents such as safety rules, technical specifications, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
Mathematical Skills
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to read and understand engineering specifications and drawings.
- Ability to work with mathematical concepts such as statistics, PWLs and geometry to determine trends.
- Ability to apply concepts such as fraction, percentages, ratios, and proportions to practical situations.
Reasoning Ability
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to problem solve.
Certificates, Licenses, Registrations
- Iowa DOT Aggregate Technician Certificate, HMA Level 1 and/or HMA Level 2.
- State certification in Asphalt mix designs or ability to obtain one.

The employee is frequently exposed to fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to high, precarious places, extreme cold, and extreme heat. The noise level in the work environment is usually moderate.
