This full-time position will perform professional work for the Maryland Department of Health (MDH) in the procurement of commodity, equipment, solicitations, contracts, services and agreement actions exceeding the delegated authority of facilities and headquarters units within MDH. This position ensures that the Department’s procurement of services adheres to the State Finance and Procurement Article, COMAR Title 21 and various policies and procedures established by the Board of Public Works, Department of Budget and Management and Department of General Services.
Excellent time management and strong attention to detail are required.
PLEASE NOTE: This position is hybrid telework eligible.MINIMUM QUALIFICATIONSExperience: Six years of experience, including two years in contract management or procurement involving soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, and four years of professional contract management experience or professional procurement experience.
Substitution Options:
- Certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council can substitute for the four years of required experience.
- A Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement can substitute for the required experience.
- Additional graduate education at an accredited college or university can substitute at the rate of thirty credit hours for the required experience.
- U.S. Armed Forces military service as a commissioned officer in Contracting, Industrial Management or logistics can substitute on a year-for-year basis for the required experience.
- Experience creating procurements within a government agency.
- Knowledge of Maryland procurement laws and regulations.
- Experience with vendor management and auditing.
- Effective communication skills, both verbal and written.
- Experience using the Maryland Financial Management Information System (FMIS).
- Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations.
- Experience in contract monitoring for a government agency.
- Certification as a Procurement Professional from the Maryland Department of General Services.
Employees may need a motor vehicle operator’s license valid in Maryland. Certification as a Procurement Professional from the Maryland Department of General Services must be obtained within one year of appointment if not already held.
