THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

BEHAVIORAL HEALTH DEPARTMENT As part of Alameda County Health, the Behavioral Health Department supports people with Medi-Cal and without insurance living with serious mental illness and substance use conditions along their path toward wellness, recovery, and resiliency. We provide services through a network of contracted mental health and substance use providers and administer the State’s resources and training for behavioral health providers, case managers, and other healthcare professionals. We advocate for our patients and families and create space for personal engagement in their care.
We are outpatient specialists for mental health services for older adults and youth, substance use providers and treatment program specialists, advocates for quality improvement and patients’ rights, and psychiatric and integrated health care providers.

THE POSITION This specification describes a billing technician class which under general supervision performs complex billing work involving the interpretation of detailed materials and instructions containing considerable quantitative data; prepare, maintain or check financial reports; receive and give receipts for money; prepare initial billing documents; monitor and follow-up on open receivables; compute and verify health care charge data; and do related duties as required. This position is located primarily in the Health Care Services Agency.
This is the journey-level billing classification. Positions in this class are differentiated from those in the general clerical series and accounting clerical series by the numerical aptitude and program billing knowledge demanded of the incumbents. Billing Technician II's typically perform billing services requiring specialized knowledge of third party payment sources. Incumbents are expected to solve routine problems without assistance. These positions also have a high degree of public contact in responding to and initiating inquiries regarding bills.

  • Interprets program billing policies, procedures, and regulations; and has implemented methods and practices of billing, accounts receivable, and collection services that meet both the organization’s and customers’ needs; and demonstrates strong motivation towards building a customer-focused service organization.
  • Understands and follows oral and written directions; inputs accurate data into various computer systems in a timely manner.
  • Adapts to change by maintaining effectiveness when experiencing major shifts in work responsibilities or environment; adjusts effectively to work within new structures, processes, requirements, or cultures; applies new job-related information in a timely manner.

Either I

The equivalent of one year of full-time experience in the class of Billing Technician I or in an equivalent or higher clerical class in the Alameda County classified service.

Or II

The equivalent of two years’ full time experience performing medical billing or medical accounts receivable functions.

KNOWLEDGE AND SKILLS NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

The most suitably qualified candidates will possess the following competencies:
Knowledge of:

  • Health care third-party reimbursement programs such as Medicare, Medi-Cal or private insurance.
  • Purposes, methods and practices of billing, accounts receivable, and collection.
  • Modern office practices and procedures, including business correspondence.
  • Filing, office equipment operations and on-line computers.
  • Business arithmetic.
  • Customer service techniques and practices.

Ability to:

  • Prepare financial reports and maintain ledgers and journals using computer software.
  • Interpret program billing policies, procedures, and billing regulations.
  • Work independently with minimal direct supervision;

  • Perform office clerical work including operating general office and technical equipment.
  • Prepare accurate arithmetical computations.
  • Understand and follow oral and written directions.
  • Read and interpret procedure manuals.

  • Use 10-key adding machine.
  • Adjust to changes in workflow and meeting deadlines.
  • Communicate effectively orally and in writing.
EXAMINATION COMPONENTS The examination will consist of the following steps: 1) A review of candidates' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the classification will move on to the next step in the examination process. 2) A review of candidates' Supplemental Questionnaires to select the best qualified applicants. Those candidates selected as best qualified will move on to the next step in the examination process. 3), An oral interview examination which will be weighted as 100% of the candidate's final examination score. The oral interview examination may contain situational exercises.
