Description:

Position Summary: The Office of School Health (OSH) is a joint program of the New York City Public Schools (NYCPS) and the Department of Health and Mental Hygiene (DOHMH) responsible for the health of 1 million school children enrolled in approximately 1,800 public and non-public schools in New York City. Services to students include case management of chronic health problems, preventive health screening, urgent care, medication administration, preventive counseling, heath education, referral for care and assurance of ongoing effective treatment. OSH has been the provider of public health services for over 100 years.
OSH manages the health concerns of students that have the potential to impact academic success. Some cases necessitate closer tracking of services, as well as family and school guidance and support in the implementation of those services. Data analysis and program evaluation is utilized to inform service impact and promote quality improvements to ensure optimal health and academic outcomes. The Data Specialist manages collection, analysis, and reporting of program data to inform operations, performance monitoring, and quality improvement. Performs related work.

Key Relationships: Works closely with physicians, and accommodations team and DOHMH/NYCPS agents; work closely with the Medical Unit, providing support with data management, analysis of program-specific data and cross-functional reporting.
Responsibilities
  • Assist the administrative and programmatic teams in supporting and analyzing bureau-wide contract and grant data management reporting.
  • Collaborate with program staff and IT to develop and refine data collection instruments and improve data systems and processes.
  • Work with Medical Unit Leadership to develop specific and measurable program metrics for operational and performance management.
  • Prepare routine reports and presentations of program performance with data graphs/service trends; clearly communicate (spoken and written) results of analyses to program staff/leadership.
  • Process, clean, and prepare data for analysis and reporting; data check; document data management procedures (e.g., data dictionaries, business rules); monitor data quality, identify issues, and work with program staff to resolve.
  • Maintain and update existing dashboards and assist in developing new dashboards as needed.
  • Respond quickly and accurately to ad hoc data requests from Medical Unit Leadership.

Qualification Requirements:
Minimum
  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred
  • Strong competence in data analysis and application of data to inform, drive and improve programming and policy.
  • Expertise in providing technical assistance to providers with data collection and reporting requirements.
  • Experience with developing logic models and theories of change to guide selection of indicators/metrics - Proficiency in use of data analytics software (e.g., SAS, SPSS, SQL, STATA) as well as Microsoft Office (Excel pivot tables).
  • Experience in survey development and design, implementation, analysis, and dissemination.
  • Familiarity with mental health and child-serving systems in NYC preferred.
  • Very strong organizational skills and ability to handle multiple priorities and work to deadlines.
  • Excellent written and spoken communication skills.
  • Strong ability to effectively present data in spoken, written, and visual formats to diverse stakeholders including service providers, program leadership, and non-technical audiences.
  • Ability to function independently and lead the programmatic data work for the Medical Unit.
  • Experience incorporating racial equity and social justice principles in data and evaluation activities strong foundation in the social construction of race, ethnicity, gender, and sexual orientation, and how that shapes data collection practices.
  • Demonstrated commitment to supporting communities who have experienced systemic oppression and bias.

Salary: $60,733 - $91,533


(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
