Please note: FREE parking is available in New Castle County for Family Court staff. Summary Statement This is human resource management work, responsible for the entire human resource operations of the Family Court which includes a collective bargaining agreement. This position will manage and implement human resource policies, procedures, and functions for Family Court. This position will report to the Court Administrator. This position is responsible for human resources strategic planning and execution for the Family Court (33 Judges/Commissioners and more than 300 employees).
This position will be in contact with staff, agency management, officials, state agencies, and others outside state government to provide guidance/direction in business processes, representing management at meetings, developing/implementing changes to programs, services, policies, and procedures, and ensuring compliance with laws, rules, regulations, standards, policies and procedures. - Interprets, explains and applies applicable state and federal laws, rules, regulations, policies and procedures.
- Develops and recommends policies and procedures consistent with the judicial system laws, rules, regulations, priorities, objectives and new federal mandates.
- Develops and implements programs to ensure compliance with state and federal laws, the policies of the Office of Management and Budget and to meet operational needs of human resource functions.
- Collects, analyzes and evaluates data from a variety of sources and presents/communicates information effectively.
- Identifies and analyzes inquiries/problems/needs/issues, assesses their impact and generates and evaluates alternatives.
- Provides technical guidance, direction and information to senior management, Chief Judge, and Court Administrator that are aligned with, and meet, the court's goals and objectives.
- Advises management on human resource issues by identifying and resolving problems and needs.
- Provides representation at meetings, hearings, contract negotiations, presentations, proceedings and committees.
- Monitors and ensures compliance with state and federal laws, rules, regulations, policies and procedures, requirements, guidelines, contract agreements and budgets.
- Performs related work as required.
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Applicants must possess at least one of the following:
Possession of a Bachelor’s degree or higher.
OR
Four years of professional human resource experience.
OR
Three years of professional human resource experience AND a Statewide Human Resource Certification or professional human resource certification.
In addition to the above requirement, applicants must meet all of the job requirements below:
- Three years’ experience in performing professional human resource work in support of a human resource function.
- Two years’ experience in interviewing employees, management or others to obtain facts, explore issues and identify courses of action.
- One year of experience in providing subject matter expertise to employees, management or others on inquiries and/or challenges in assigned human resource function(s).
- One year of experience in developing and evaluating human resource policies or procedures.
- Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
