DEFINITION

The purpose of this job/class within the organization is to develop, administer, and promote initiatives and programs in the field of Human Resources administration. Maintenance of the employee personnel files, employee recognition, employee incentive programs, and certain employee payroll and benefits.

This job/class works under the supervision of the Deputy Human Resources Director, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS (Not All-inclusive)

Completes the on-boarding process for all potential candidates/volunteers to include but no limited to; new hire orientations, annual open enrollment, I-9 compliance, e-verify, processes employee benefits and garnishments changes, and direct deposit and W-4 changes, and other changes as directed. Assists with the employee wellness program and health fair. Handles complex administrative and record-keeping tasks requiring a high level of accuracy such as salary adjustments and tuition reimbursement requests. Maintains knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resources management; interprets appropriate laws and policies and advises management accordingly. Conducts various surveys; analyzes the results to advise the Director and senior management of the findings, possibilities for implementation, and overall impact on organizational effectiveness. Manages all employee recognitions such as years of service and retirement acknowledgments. Assists with job description revisions and posting requisitions. Manages the applicant tracking and onboarding systems; explores ways to utilize these systems and improve the City's recruitment process. Manages access control (Door lock systems) and alarm access codes. Performs related work as assigned.

Minimum Qualifications

Requires a High School Diploma.

Requires 4 years of experience in human resources, preferably in a government (municipal) setting.

Special Certifications and Licenses

Requires a driver's license valid in the State of Florida.
