The City of St. Petersburg Engineering & Capital Improvements Department is one of 171 American Public Works Association (APWA) certified agencies in the nation and we continue to grow, delivering award winning projects such as the internationally recognized new St. Pete Pier, as well as awards for infrastructure upgrades and sustainability. The Engineering & Capital Improvements Department will be embarking on major infrastructure projects and extensive system capacity upgrades, implementing both the integrated water and wastewater master plan which includes water, wastewater, reclaimed water and stormwater master plans. Also included in this infrastructure upgrades are roads, bridges, and seawalls, as well as vertical assets such as the new Shore Acres Recreational Center, all focused on resiliency and sustainability.

With such a major replacement and upgrade program, the City of St. Petersburg Engineering & Capital Improvements Department is looking to expand its team to include additional Engineers, Project Managers, Architects, and other essential staff to be part of delivering and advancing its community into a new era.

This is responsible, technical and professional level administrative work of a highly technical nature involving coordination, implementation, and compliance of environmental permits, licenses, and programs. Work involves overall coordination, development, implementation and monitoring of the City’s National Pollution Discharge special assessment districts, and of joint agreement projects, to include utility review and mark up, assembling plans and specifications for bid packages, managing through outside consultants the preparation and advertisement of construction documents, reviewing bids, selecting consultants and contractors, negotiating fees and schedules, monitoring the progress of design and construction work, approving payments, and preparing status and final reports. Work requires the exercise of considerable independent judgment, initiative, and ingenuity; productive interaction with City officials, other governmental agencies, contractors and the public; and the ability to competently and independently manage a workload that may include competing demands and challenging deadlines.

To Qualify


Minimum Qualifications. Applicants must:

  • Have a valid Bachelor’s degree with major course work in geography, natural and/or physical sciences, environmental engineering, or a related field.
  • Possess and maintain a valid Driver License.
  • Have significant experience investigating water quality programs and illicit discharges within municipal separate storm sewer systems (MS4).
  • Have some experience with a municipal stormwater permit program.
  • Be able to communicate clearly and concisely, orally and in writing.
  • Be proficient in the use of a personal computer and administrative support software to prepare reports, correspondence, and email.
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred applicants:

  • Possess and continue to maintain Florida Stormwater Erosion and Sedimentation Control Inspector and Trainer certification or obtain within six (6) months of employment.
  • Have considerable experience coordinating with agencies, jurisdictions, contractors and the public.
  • Have considerable knowledge of management and construction supervision over the various aspects of the design and construction phases of joint projects.
  • Have considerable experience in public works projects.
  • Are able to establish and maintain effective working relationship with employees and other agencies as necessitated by the work.
  • Are able to plan and direct the activities of highly skilled professional, technical and production employees.
