Description
Under general administrative direction, plans, directs, manages, and oversees the functions, programs, and operations of the Engineering Division and to serve as the City Engineer. Coordinates assigned activities with other departments and outside agencies. Responsible for the development, review, and oversight of plans, specifications, construction and cost estimates for all City projects and submittals. Provides complex administrative support to the department Director, Assistant City Manager and City Manager. Primarily focused on managing, coaching, and developing other people. Position requires extensive expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization's business strategies.

  • Provides effective direction, control, and management over key engineering functions including infrastructure and utilities engineering, transportation engineering, construction management, and development review.
  • Manages, supervises and assists subordinate staff in planning, design and construction of streets, sidewalks, water and sewer systems, drainage structures, transportation facilities and other public works, including but not limited to the 5-Year Capital Improvement Plan, G.O. Bond Projects, Utility Bond Infrastructure Projects, and Master Plan of the City and Public Works.
  • Prepares and oversees the preparation of engineering designs, specifications and cost estimates for a wide variety of capital improvement projects.
  • Signs plans for public works improvements.
  • Stamp plans for work designed in-house.
  • Develop and maintain standards and specifications for use on City infrastructure projects.
  • Prepare and administer division budget.
  • Meets and confers with developers, contractors, engineers and the general public relative to the city policies, regulations, and procedures; coordinates discrepancies and problem situations with outside parties.
  • Ensures the effective coordination of work and project development between engineering/design components and the operational/maintenance components.
  • Ensures coordination with other departments.
  • Determines priorities and work sequences necessary to achieve objectives and assigns personnel in accordance with priority and need.
  • Analyzes, evaluates, plans, and executes existing and contemplated engineering activities, programs and strategies; develops benchmark criteria to measure the efficiency and effectiveness of the division's programs.
  • Selects consultants; reviews plan and bid packages; evaluates work progress; reviews and approves pay requests; makes presentations as necessary.
  • Reviews new development applications through the Development Review Committee (DRC) process; provides written comments; meets with engineering groups, architects, owner's representatives, and owner's attorneys.
  • Checks construction plans for site development, buildings, and subdivisions to ensure that the design meets all applicable codes and regulations.
  • Composes various reports and presentations; writes standard operation procedures; maintains records.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints in a timely manner.
  • Reviews and approves payroll.
  • Conducts vulnerability assessments; prepares and distributes emergency response plans.
  • Represents the Public Works department to other departments, elected officials, and outside agencies regarding Engineering activities; coordinates assigned activities with those of other departments and outside agencies and organizations.
  • Develops relationships with contractors and surrounding municipalities to help in emergencies.
  • Participates on a variety of boards, commissions, and committees as required.
  • Explains, justifies, and defends division programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
  • Selects consultants; reviews plans and bid packages; evaluates work progress; reviews and approves pay requests; makes presentations as necessary.
  • Stays current with trends and innovations in the field of engineering.
Supervision:
  • Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
  • Assesses and monitors workload; identifies opportunities for improvement and implements changes.
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; recommends discipline and termination.
  • Oversees and participates in the development and administration of various departmental budgets; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor's degree in Engineering; and eight (8) or more years' engineering experience, including at least three (3) years of supervisory or management experience in municipal government. Possession of a valid Professional Engineering (P.E) license issued by the State of Florida. Must be certified P.E. by the State of Florida, have a valid Florida driver's license and maintain satisfactory driving record throughout employment.
Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment. Must have or be able to obtain a Florida Certificate of Registration as a Professional Engineer.

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Usually involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking, or standing.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
SENSORY REQUIREMENTS:
Tasks require sound and visual perception and discrimination. Tasks require oral communication ability.
