Job Description: Denverside Redevelopment Association is a not-for-profit
organization that is seeking a maintenance supervisor with experience who
can oversee a 64-unit apartment complex as a well-managed, well-maintained
building; placing maximum emphasis on positive response to concerns and
needs of residents, health and safety and quality of project. The maintenance
supervisor will ensure that buildings are properly maintained and that
appliances, HVAC, electrical and plumbing located in them are kept in
satisfactory operating condition as well as the common grounds areas. The
supervisor will also assist in the planning of new construction, renewals and
replacements, remodeling, and maintenance projects owned by Denverside
Redevelopment Association. The maintenance supervisor will work alongside
the property manager and under general supervision from the executive
director.

Job Responsibilities:

  • Maintains property by investigating and resolving tenant complaints, enforcing

rules of occupancy, inspecting vacant units, and completing repairs, planning
renovations, and contracting with landscaping and snow removal services.

  • Maintains building systems by contracting maintenance services and supervising

repairs.

  • Physical ability to access, visually assess, and physically inspect all floors of

multi-story properties without an elevator required.

  •  Walk the community grounds every day. Maintain good curb appeal. Coordinate

with maintenance for any work to be scheduled.

  • Inspect the property on a regular basis and report all safety hazards, property

damage, and needed repairs to maintenance personnel. Follow up on repairs to
verify completion and compliance.

  •  Be knowledgeable of Illinois Property Manager guidelines, HUD and

governmental agency policies and documents, and company safety policies and
risk management procedures.

  • Assist with Property Manager monthly unit inspections to determine budget

needs and resident compliance with regulations set forth by federal, state, and
local agencies.

  • Keep the office clean, organized and have a business-like attitude with tenants at

all times. Discourage residents loitering in the office.

  • See that every vacant apartment is ready for occupancy as soon as possible.

Turnaround time should never exceed 3-5 days unless there are major
renovations.

  • Account for keys to all apartments at all times. All apartments should be

mastered and with any move out, locks should be changed. Spare locks and
keys should be kept on hand. Rotate locks, if possible, to decrease complex
costs

  • Ensure well-managed, well-maintained buildings, placing maximum emphasis on

positive response to concerns and needs of residents, health and safety and
quality of projects.

  • Responsible for training, supervising, and developing maintenance personnel in

accordance with company policies and procedures. Also, determine strengths
and weaknesses of the maintenance personnel and work on goal setting,
improving the performance of each person according to his or her capabilities
and personal goals.

  • Expedite the tenant’s service requests in the DoorLoop software system as soon

as possible. If it cannot be completed that day, advise the tenant when the
service will be completed.

  • Handle any emergency that may arise in the Denverside Redevelopment

Apartments Community following steadfast policies and procedures.

  • Type business correspondence and memos using proper grammar and spelling.
  • Assist with special projects and administrative tasks as directed by management

staff.

  • Establish and monitor move-in and move-out procedures.
  • Assist management with the completion of the required weekly and monthly

reporting.

  • Demonstrate ability to multi-task and meet various deadlines.
  • Exhibit exceptional scheduling and organizational skills.
  • Experience working with Project Based (Section 8) HUD, and Bond subsidized

housing programs depending on property.

  • Ability to solve problems involving residents, equipment failure, and emergency

situations while remaining calm, rational, and professional.

  • Must have the ability to stand and/or walk for long periods of time and climb

stairs and ladders as necessary.

  • Must be physically and mentally able to perform all of the duties listed under

Duties and Responsibilities, all of which are deemed “essential functions of the
job.”
ESSENTIAL JOB DUTIES:

  •  Availability to work periodic flexible hours and overtime as may be required.
  • An ability to travel by automobile may be required.
  • Must have a valid Driver’s License and automobile insurance coverage as use of

personal vehicle may be required.

  • Must be able to perform the following duties 66-100% of the time: be on feet,

bend/stoop/squat/kneel, climb stairs, push/pull, reach above shoulder, climb

ladders, grasp/grip/turn, finger dexterity, lift/carry up to 65lbs, be able to read and
understand maintenance forms and warning labels.

  • Support the Property Manager (PM) by repairing and maintaining the physical

conditions which meets building codes, and those standards imposed by HUD
and other housing regulatory agencies/ commissions.

  • Ensure that work orders are managed through the DoorLoop software system

and that they are completed within 24 hours of submission.

  • Ensure that systems are in place or created to maximize resident and employee

safety and health, and to preserve the physical assets.

  • Manage resident relations / customer inquiries with the highest degree of

professionalism.

  • Seek opportunities to enhance communications and to build collaborative

relationships with Regional Property Supervisor, fellow colleagues, maintenance
technicians, and vendors.

  • Ability to use computers, computer systems (including hardware and software),

and basic computer applications to set up functions; enter data and/or process
information; and learn appropriate or specialized software programs as related to
position.
COMPETENCIES:

  • Three – Five years of direct experience (minimum) in property management and

related fields (construction and acquisition/renovation).

  • Demonstrate ability and expertise in making electrical, plumbing, and carpentry

repairs related to the general maintenance of a multifamily community.

  • Successfully manage preventative and reactive maintenance obligations.
  • Experience in managing vendor relationships for projects and routine

maintenance, a plus.

  • Proficiency in the use of computers and mobile devices including Microsoft

Outlook, Word, and Excel and QuickBooks financial reporting software.

  • Confidence in creating effective solutions for how to deal with challenges or

problems.

  • Knowledge of HUD regulations, forms, inspection criteria/processes and the low-

income housing programs as they relate to physical assets and customer
service.
EXPERIENCE:

  • Some Post High School Education, Apprenticeship, or Supervised Technical

Training Preferred

  • License/Certification: Certificate for Apartment Maintenance Technicians (A Plus)
  • Property maintenance management: Minimum 3 years (Required)
  • Drivers License (Required)

JOB TYPE: Full-time
SALARY RANGE: $50,000 to $65,000 commensurate with education level and
experience

Maintenance Manager Qualifications / Skills:

  • Efficient with all repairs necessary to maintain apartments and pass local, state,

and federal inspections; and keeping the grounds cut, trees trimmed, snow
removal, and monitor grounds surveillance

  • Familiarity with applicable local, state, and federal laws and regulations
  • High level of organization and attention to detail
  • Competence with office management software such as QuickBooks, DoorLoop,

and realty software and applications

Denverside Redevelopment Association’s mission is to provide a civic group to aid,
assist, and cooperate with municipal cooperations in providing accommodations for

families displaced from urban renewal areas or as a result of governmental action and
to assist further the provisions of housing for moderate- and low-income families where
no adequate housing exists for such groups. We serve the residents at Denverside
Redevelopment Apartments in East St. Louis, Illinois.

WORK ENVIRONMENT
This job operates in a professional office environment. This role routinely uses standard
office equipment such as computers, phones, photocopiers, filing cabinets and fax
machines. Regularly required to travel outside between properties in varying weather
conditions.
PHYSICAL DEMANDS

an employee to successfully perform the essential functions of this job. While
performing the duties of this job, the employee may need to travel from floor to floor,
climb stairs, and may be required to travel outside between buildings in varying outdoor

office machinery and regularly required to walk, talk, and hear.
