Description
Seeking a Requirements Analyst to support the ArmyIgnitED Program Management Office. ArmyIgnitED is the Army's enterprise voluntary education portal that allows eligible Soldiers, Cadets and Army Civilians to request financial assistance for classroom and online learning courses anytime and from anywhere.
The Requirements Analyst (Senior) will have extensive experience in (1) leading and performing requirements analysis and decomposition, business process reengineering (BPR), and operational architecture development activities in collaboration with end users, stakeholders, and engineering representatives to achieve a shared understanding of the solution end state and ensure that the final product conforms to all the requirements; (2) implementing the Department of Defense (DoD) requirements processes through the appropriate application of laws, policies, directives, and guidance; and (3) preparing recommendations with sufficient rationale to advise executive leader decisions that enable program success. The Requirements Analyst (Consultant) must (a) understand requirements governance, definition, traceability (end to end process), validation, and prioritization; (b) be able to develop requirements and business process documentation; and (c) have the knowledge and skills to define key requirements and BPR processes.
Essential Duties and Responsibilities
• Lead / facilitate functional and technical requirements development and validation in coordination with internal and external stakeholders; identify and incorporate design considerations as they become known
• Lead / facilitate BPR activities, to include development of DoD Architecture Framework (DoDAF) Viewpoints (OVs, SVs, and DIVs)
• Ensure requirements are documented in measurable and testable terms and that sufficient analysis
• Determine feasibility of achieving requirements given the limitations and constraints of the target IT solution, and conduct trade-off analyses as needed
• Establish a requirements baseline agreed to by the stakeholders to set the boundaries for program execution
• Ensure that the requirements baseline is placed under configuration control, tracked, and managed within the governance process
• Assist in defining / refining the governance process within which the requirements baseline will be managed
• Assess cost, schedule, and performance impacts associated with recommended requirements changes
• Resolve conflicting requirements
• Assist in defining performance requirements related to business process implementation and system performance
• Identify and evaluate requirements-based risks and provide mitigation recommendations related to requirements satisfaction
• Ensure alignment of requirements and BPR activities with overall program schedule, milestones, and required documentation
Minimum Qualifications
• Master’s Degree or equivalent experience
• Working knowledge and application of DoD 5000 and 8000 series
• Active Secret or Interim Secret Security Clearance
