Strategic Insight, Ltd. is seeking a retired Engineering Duty Officer (with a Surface Warfare Officer qualification) as a part-time instructor (Part-Time/Staff Associate) for the ASN (RD&A) PROGRAM MANAGER’S WORKSHOP. The workshop began development in 2005 as a detailed shipbuilding study focused on the compelling and enduring requirements supporting the next generation of surface combatants. The body of work developed in the War Rooms was transformed into a teaching format in 2014 directly under ASN(RDA)’s oversight and has been used since then to instruct the Navy’s Program Managers and senior acquisition personnel in the history of Navy acquisition and provides examples of successful Navy Program Management. The body of work has expanded and refreshed over time broaden its focus beyond shipbuilding programs.

The applicant will help provide classroom style instruction for:
MATERIAL AND ACQUISITION WAR ROOM – Examines changes in the Navy Material Establishment over the last 240 years in the context of the environment of the time. It reviews the evolution of the: 1. Science & Technology Base, 2. Development and Manufacturing Base, 3. In-Service Support Base, and the methods for connecting them into a “material establishment”.
SHIPBUILDING & MODERNIZATION WAR ROOM – Addresses the unique challenges of a shipbuilding program/ deputy program manager and staff, as well as the challenges of developing weapons and other naval systems. Provides a detailed look at how warships are constructed, converted and modernized, including studies of past and contemporary ship classes.
PROGRAM MANAGER’S WAR ROOM – Captures the history, lessons, and drivers that led to three of the Navy’s most successful programs: AEGIS, POLARIS and F/A-18 E/F. It also examines a number of less successful programs in the same terms.
MAIN WAR ROOM – Views the national security environment, perceived vulnerabilities and dangers ot the nation, and the spectrum of national military strategies. Examines how these influenced the Navy the nation requires, its riles, missions and composition and the planning needed to engineer and build the type of Fleet required.
Required Technical and Professional Expertise:
- Engineering Duty Officer (With Surface Warfare Qualification),
- Must be a US Citizen,
- Secret clearance (eligible),
- Strong written and verbal communication skills, and
- Demonstrated effective team player and analytical skills.
Travel: None.
Telework: Hybrid possible based upon client requirements and approval.
