This position plays a key role in the development and growth of Pullman by ensuring that community developments meet the City’s long-term infrastructure and strategic plans. GENERAL PURPOSE: Perform plan review of private development and subdivision projects, including technical review to ensure compliance with codes, ordinances, plans, and specifications as it relates to the Public Works Department and public infrastructure. Work also includes a variety of civil engineering duties as assigned such as: planning, programming, design, inspection and contract administration of public works construction projects. Supervises the Construction Inspector position. CLASSIFICATION SUMMARY: The Development Engineer reviews construction plans and design documentation for commercial, industrial, single or multi-family, and subdivision developments in the area of streets, sidewalks, water systems, stormwater and sanitary sewer systems and related work. Provides direct supervision of the Construction Inspector position, while also performing site inspections as needed. Duties also include implementing the City’s Construction Stormwater Runoff Control program which includes administration and plan review of stormwater permit applications and design work of commercial, residential, and public stormwater facilities and systems. The work is performed under the supervision of the Deputy Public Works Director. An employee in this class may also perform the duties of other employees in the Engineering Department as required or as assigned by supervisory personnel, such as performing professional civil engineering work including project designs, surveying, and inspection for City public works construction projects. The Development Engineer may coordinate the work of other staff to meet project requirements. ILLUSTRATIVE EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES: Review subdivision construction plans and site plans for commercial, industrial, and residential development for compliance with all standards, codes, and ordinances. Participates in development review meetings and represents the Engineering division in the site plan review and subdivision plan review process. Reviews development applications for storm drainage and for conformance with City ordinances and policies, including technical review and analysis of stormwater drainage reports and details of stormwater detention and treatment facilities, both public and private, using hydrologic and hydraulic modeling design software. Reviews and analyzes various technical engineering reports, design calculations, and traffic impact analyses. Reviews development applications for conformance with the City’s Complete Street Ordinance. Administration, plan review, and processing of permit applications that include land disturbing activities including but not limited to, site plan applications, subdivision applications, building permit applications and grading permit applications as it relates to the City’s Construction Stormwater regulations and applicable state and federal laws. Approve or deny plans for issuance. Identify plan deficiencies and notify applicants of requirements. Work with applicants to resolve problems. Provide technical assistance requiring interpretation, design modification, and variances to the public, construction representatives, and consulting engineers on Code questions relating to plan review and processes. Supervise, direct, schedule, and evaluate the work of the Construction Inspector. Monitor and assist with site inspections for development improvement projects as needed and coordinate with other City staff when additional inspections are needed. Secure third-party construction materials testing and inspection services for quality assurance purposes Implements the City’s Construction Stormwater Runoff Control program including reviewing erosion and sediment control plans, stormwater pollution prevention plans, conducting field inspections of construction sites, evaluating effectiveness of erosion control best management practices (BMPs), documenting stormwater code violations, issuing notices of violation, and following up with warnings and notices to ensure code compliance. Reviews easements for public use and public utilities, and reviews requests for release of public easements. Prepares draft easement documents and resolutions for City Council approval. Assists with dedications, street vacations, boundary line adjustments, short plats, and final plats including the accompanying documents necessary for City Council approval. Assist with review and propose revisions to update City engineering and stormwater standards, drawings, and specifications. Collect, compile, and maintain a variety of records, files and reports related to development projects through different project stages. Uses computer-aided drafting and mapping software and a variety of computer applications such as word processing, spread­sheets, databases and other miscellaneous engineering software and general purpose programs. Performs Engineering Department related work as assigned, primarily during periods where development related activity is at a low level, including but not limited to: Designs, plans and organizes the design of civil engineering projects, under the supervision of licensed engineers, of average difficulty and responsibility in the area of streets, sidewalks, water systems, sewer systems, stormwater systems, traffic engineering and related work; utilizes staff from within the City or outside consultants as necessary; develops preliminary and final engineering design plans and specifications, cost estimates, proposals and contracts, bidder evaluations and recommendations; and prepares correspondence for public works construction projects. Performs contract administration including the inspection of work in progress and upon completion to assure contract compliance with timelines and City, State, and/or Federal specifications and regulations. Schedules pre-construction meetings, traffic controls, inspection schedules, inspections, and material testing; manages Federal, State and local record keeping; reviews and recommends departmental actions for submittals of requests for design changes and change orders; maintains financial records and develops pay calculations and preparation of monthly pay estimates and project reports. Manages contractors and consultants; serves as City liaison to contractors and the public and performs quality control/quality assurance activities to ensure that projects are constructed according to design and material specifications; maintains accurate daily records of construction activity and materials used, including photos of progress and details, and notifies contractor and supervisor of authorized project modifications or non-compliance. Attends work on a regular and dependable basis. Interacts in a professional and respectful manner with city staff and the public. Develops and/or reviews a variety of engineering calculations for street, public utility, and other development/City projects. Maintains and updates accurate maps and engineering files for development projects and any applicable City projects. Assists with GIS mapping updates associated with development. Works with other city divisions and departments to supply a range of products and services. Interpret, apply and explain codes, rules, regulations, policies, and procedures to city staff and citizens. Manage multiple tasks with attention to detail. Works with franchise utility companies. Develops traffic control plans and reviews for approval traffic control plans submitted by others. Serves as the City’s Certified Floodplain Manager by administering and interpreting the floodplain provisions as they relate to Public Works. Reviews Floodplain Development Permits for compliance with city code and approves them. OTHER JOB FUNCTIONS: Performs other tasks as assigned.
