OVERALL RESPONSIBILITIES

Responsible for quality and cost effective procurement of products and services required by Odfjell Terminals (Houston) Inc. (OTH), Odfjell USA (Houston) Inc. (SCB) and Odfjell Terminals (Charleston), LLC (OTC).

ESSENTIAL FUNCTIONS

 Establish Master Service Agreements (MSA) and construction contracts with suppliers and contractors.  Reviews all purchase orders for compliance to applicableMSA, company policy, and compliance to the Uniform Commercial Code.  Evaluate and qualify appropriate suppliers/contractors based on time/budget scope criteria.  Seek and investigate additional suppliers/contractors of goods and services.  Maintain contractor/supplier insurance certificate program. Resolve supplier/contractor disputes to minimize Odfjell exposure.  Expedite time sensitive purchase orders to ensure critical delivery requirements are met.  Establish, review and maintain ISO procurement procedures. Make entries into Non conformance system when policies and procedures are not followed.  Acts as a liaison in procurement of shared goods and services with Engineering, Operations, and Maintenance departments. Meet with departments to ensure appropriate scope, project management, proactive supplier/contractor agreements and help resolve supplier/contractor performance issues.  Assist in negotiating optimal utility contracts along with Business Analyst. Follows market developments for optimal timing of execution of long-term contracts where possible.  Administer company telecommunications and corporate facilities including phones and cell phones in conjunction with Information Technology Manager.  Coordinate with company attorneys and insurance brokers on issues of subrogation, indemnity and insurance coverages.  Knowledgeable of SAP/Coupa with regard to Material Management (MM) and Purchasing Modules of SAP and Coupa. Assist Maintenance and Engineering with regard to Infor Enterprise Asset Management (EAM) implementation/upgrades.  Respond and assist Odfjell B.V. with procurement requests, research and inquiries as needed.  Effectively communicates with management and performs other job related duties as assigned.  Follow company policies and comply with company regulations. Cooperate and support colleagues.  Manage all personnel and work activities associated with the daily operations of the OTH warehouse.  Conduct Purchasing and Coupa training with employees and contractors as needed.  Maintain and use company credit card for non-PO purchases. Reconcile credit card statement and submit monthly expense report for credit card purchases.  Participate in the Odfjell Safety Observation Reporting (SOR) program.

OTHER FUNCTIONS  In case of absence, the employee’s supervisor will assume and/or assign responsibility for this position’s duties.  Perform other job related duties as assigned.

MINIMUM QUALIFICATIONS • College degree in Business Administration or Finance or 10 years of relevant procurement experience • Certified Purchasing Manager certificate preferred but not required • Technical training in procurement, cost estimating and taxes • Five plus years’ experience as Buyer in related field (i.e. maintenance, construction)
