Seeking a highly skilled and motivated Procurement Manager to oversee the procurement processes and ensure the efficient acquisition of goods and services. This role requires a strategic thinker who can effectively manage contracts, negotiate prices, and ensure compliance with Federal Acquisition Regulations. The Procurement Manager will play a crucial role in optimizing our procurement systems and driving cost-effective purchasing decisions.

  • Follow global Procurement processes and install local purchasing activities in the Procure to Pay process. This includes both Direct and Indirect purchasing responsibilities.
  • Support organizations projects including support of Plant Manager, Global Procurement Project Lead, Engineers, Quality Control, and MST departments.
  • Establish clear and precise communications with global business partners across all relevant departments and activities are conducted on time and deliverables are aligned with key stakeholders.
  • Ensure all relevant purchasing activities using SAP and/or Ariba are done in accordance with S&OP, Production plan, and MRP.
  • Be a Key User in the SAP implementation project and drive toward implementation.
  • Engage key stakeholders in local sourcing processes to ensure Procurement is involved upstream in sourcing decisions via a “seat at the table” concept.
  • Promote supplier relationship management (SRM) with key and critical suppliers in both direct and indirect areas of Procurement.
  • Establish periodic business and quality reviews (BQR) with key suppliers including working with Global Category Leads (GCL) to review ongoing supplier delivery performance, business scorecard, quality scorecard, and technical process improvements.
  • Contract management including but not limited to negotiation and tracking etc.. to provide strong support for key/high-value procurement projects.
  • Ensure the company is in the position with most competitive service terms.
  • Continuing to optimize key performance indicators including but not limited to reducing costs, improving payment cycle, keeping a proper lead time, and improving after-sale services, etc.
  • Generate and track TCO savings achievements according to procurement annual goals and policy.
  • Ensure periodic E&O analysis is performed with Planning and business partners to monitor raw materials scrap level for continuous improvement.
  • Build strong partnership with key suppliers based on supplier criticality categories and reduce risks in assurance of supply and quality.
  • Understanding supplier's manufacturing capability, inventory strategy, business trends, etc. while executing strategies to improve raw material delivery performance.
  • Negotiate supply agreements and purchase agreements with key suppliers to ensure commercial terms and quality of products and services provided are in best terms to the company.
  • Partner with Finance to reconcile blocked invoices and facilitate processing payments and invoices.
  • Lead RFI / RFQ / RFP activities and make supplier selection recommendations based on commercial and technical requirements.
  • The role will be required to attend teleconference meetings in certain international time zone hours due to global nature of Global Procurement.

Skills: Qualifications

  • GMP environment is a plus.
  • Possess strong contracting, negotiation, price analysis, and communication skills.
  • Be independent and proactive, under pressure, and have strong execution.
  • Comply with disciplinary and procurement professional ethics. Strong sense of responsibility, devotion, innovation, and teamwork.
  • Able to work independently and demonstrated cross-functional leadership in stakeholder management and driving procurement principles.

Computer Skills:

  • SAP S4/HANA and/or Ariba or similar procurement platforms and ERP systems.

Education:

  • Bachelor's degree and above, with 5+ years of experience. Or Masters with 4+ years of experience.
